DEPARTMENT OF DATA SYSTEMS
Role And Duties
The Department of Data Systems is responsible for managing and operating the County's main minicomputer system, PC-based LANs (Local Area Networks) and related telecommunications networks.
The department processes the County's major financial applications such as accounting, budget, purchasing, payroll, sewer billing and asset management.
It provides advice and support for numerous computer applications and computer systems used by the Countys departments and agencies, performs systems analysis and programming functions, maintains data security, and provides in-house computer training classes.
The Data Systems department plays a leadership role in coordinating the growth and use of computer systems by the County government. The department also provides advice and assistance on the Countys acquisition of computer systems and software.
Major Goals
Keep computer systems, computer applications, and data processing operations running smoothly.
Help implement computer systems and applications consistent with the county's overall priorities and available resources.
Expand and enhance countywide computer networks to enable computer system interconnectivity and information sharing among all departments and agencies.
Improve individual employee capabilities and productivity through computer training.
Provide opportunities for the general public to access county government records and to transact business with the County using technology such as the Internet.
HIGHLIGHTS
There has been an explosive growth in the use of information technology in government. This has kept the Data Systems Department staff extremely busy over the past year. Throughout this period much was accomplished for the benefit of county government operations and for the benefit of its citizens.
Internet Web Site
The County's Internet web site can be reached by entering either: www.hawaii-county.com or www.co.hawaii.hi.us.
The site contains a variety of interesting information, including tables, maps, photographs, and a calendar of events. During the year, a general search feature was implemented. This will enable Internet users to locate information more easily within the County's huge resource databases found on the web site by entering key words descriptive of what they are looking for.

Geographic Information Systems (GIS)
The department began implementation of a Geographic Information Systems plan that was developed during Fiscal Year 1999-2000. We helped the County Clerk's Election Office with the installation and use of special GIS mapping hardware and software. .This will facilitate reapportionment based upon the 2000 U.S. census data.
E-Commerce
The County implemented its first Internet-based electronic commerce application. The Parks & Recreation Department now has an on-line Camping Permit System on the Internet that was activated in January. Internet users from around the world can now check campsite availability, make a reservation, and pay online via credit card.
County Council Office Records System
County Council records became available via computer, on the County Clerk's in-house computer system from the start of the 2000-2001 council term.
