William Takaba, Executive
on Aging, was born and raised in Hilo and graduated from the University of Oregon in 1969
with a degree in business administration. After four years in banking, he began working
for the Hawaii County Office of Aging as a fiscal officer. Mr. Takaba was selected as the
Hawaii County Executive on Aging in October 1976. He also served as the County Director of
Finance from 1990 to 1992. |

Harry Kim, Administrator, has been the administrator of the Civil Defense Agency since 1976. Hawaii has always been home to him, his wife and two sons. |

Bruce D. Butts, Assistant
Administrator, was born and raised on the Island of Hawaii. Upon graduation from the
University of Hawaii, he began his county service in 1974. He has been with Civil Defense
since 1979 and was appointed Assistant Civil Defense Administrator in 1985. |

Michael R. Ben, Appointed Director of Personnel effective June 1, 1992, after serving as Deputy Director of Personnel since October 1988. Prior to coming to the County, Mr. Ben served 14 years with the State Department of Personnel Services. Certified as a Senior Professional in Human Resources and a member of the local chapter of the Society of Human Resource Management, a worldwide professional organization with over 70,000 members, Mr. Ben also serves as the 1996 State Director for the Society. |

Rodney T. Kaido was appointed Deputy Director of Personnel effective June1, 1992 after previously serving as the department's labor relations specialist. Mr. Kaido has over 20 years of service with the department, having served in various capacities. |

Michael Cochran was
appointed Transit Operations Administrator in April, 1993. He previously was employed with
various government and private businesses. His government experience has been with the
State Department of Transportation, Department of Attorney General, Department of Consumer
Affairs, and Hawaii County Police Department. He also has worked with the Kona Village
Resort. |

Virginia Goldstein A Hilo
native, Planning Director Virginia Goldstein has more than twenty
years of land use planning experience, sixteen years of which were spent as a senior staff
planner for the Department. In addition to specializing in long - range planning, Ms.
Goldstein's training and field experience has been in the area of archaeology,
particularly Hawaiian historic sites and cultural resources. Some of her Departmental
projects while on staff have included: the 1989 update and revision of the Hawaii County
General Plan; the Northeast Hawaii Community Development Plan; the Draft Cultural
Resources Management Plan for Hawaii County; the County's Bikeway Plan; and the
restoration of the Kuemanu Heiau in North Kona. More recently, Ms. Goldstein served as
supervisory archaeologist for consulting firm Paul H. Rosendahl, Ph.D. Inc. where she
conducted an inventory of cultural and archaeological resources on the island of Okinawa
for the U.S. Navy. Ms. Goldstein has worked as a legal assistant and land use specialist
for the Hilo law firm of Carlsmith Ball Wichman Case Mukai and Ichiki. Ms. Goldstein holds
a B.A. degree in Anthropology (archaeology emphasis) from the University of Hawaii at
Manoa. |

Norman Olesen Deputy Planning Director Norman Olesen is an engineer and former licensed contractor. He was educated at the Georgia Institute of Technology in Atlanta, Georgia and Columbia University in New York City and holds a B.S. degree in Mechanical Engineering with a minor in Civil Engineering. Mr. Olesen spent twenty - four years with Kaiser Aluminum & Chemical Corporation of Oakland, California as an engineering manager and field project manager where he was responsible for the construction, operation and maintenance of major plants in different parts of the country as well as overseas. He and his wife Elisabeth are residents of Kehena in the Puna district where they have participated in community activities such as the Neighborhood Watch program and the Mayor's Parks and Recreation Committee for Puna. A U.S. Marine Corps Korean Conflict Veteran, Mr. Olesen has been active with the Veterans of Foreign Wars, Post 3830 and the Democratic Party on the Big Island. |

Janice Aurora Bibb Pakele was born and raised in Paauilo, Hawaii. She is a graduate of McKinley High School and the University of Northern Colorado and is a former school teacher at Honokaa High School. She has been the Director of the department since 1983, and presently serves as Vice - Chairman of the Western Region of the National Conference of State Liquor Administrators. |

Jay Tsutomu Kimura is the
Prosecuting Attorney. He has been associated with the County of Hawaii, Office of the
Prosecuting Attorney since 1979. Prior to his taking office in December, 1992, he served
as the First Deputy Prosecuting Attorney for 11 years, and as a staff deputy for 3 years.
Mr. Kimura is a career prosecutor and a two - time graduate of the National College of
District Attorneys Executive Prosecutor's course (1986 and 1993). He is a graduate of the
California Western School of Law in San Diego, California, and the University of Hawaii,
Manoa. Mr. Kimura is a member of the Hawaii State Bar Association, Hawaii County Bar
Association, National College of District Attorneys Alumni Association, American Bar
Association, and a past - president of the state - wide Hawaii Prosecuting Attorneys
Association, and a member of the Governor's Committee on Crime. |

Ms. Charlene Yoshiko Iboshi, First Deputy, has been with the Prosecutor's Office since October, 1980. Before being appointed the First Deputy in December, 1992, she served as the Senior Deputy in charge of the attorneys' staff, and prior to that was the supervising attorney for the Career Criminal Program. Ms. Iboshi was born in Hilo, and graduated from the University of Hawaii in 1973. After receiving her law degree from the University of Puget Sound Law School in 1977, she was a deputy prosecutor in Seattle, Washington. |

Jay A. Sasan Safety
Coordinator Jay A. Sasan, a graduate of UH - Manoa, was appointed on May 3, 1993. Mr.
Sasan retired from C. Brewer and Company, Ltd. in April 1989 after 33 years of service. He
served in many capacities at several C. Brewer companies with the two most significant
assignments being President and Manager of Mauna Kea Agribusiness and Director of Safety
at C. Brewer and Company, Ltd. During his career at C. Brewer, he was active in a number
of local, state and national organizations and continues his participation. Mr. Sasan also
served in Korea and retired as a USAR Colonel in 1990. |

Fire Chief Nelson Tsuji started his career with the Hawaii County Fire Department in 1967. During his 26 years in the fire service, he rose through the ranks, becoming a Fire Equipment Operator in 1976, and in 1979, became a Captain and Station Commander at Waimea Fire Station. He obtained an Associate of Arts Degree in Fire Science from Hawaii Community College in 1976. From 1984 to 1986, he was a Fire Science instructor at the Hawaii Community College. He has been active in community affairs, and in 1985, co - founded the A Dream Come True organization. In 1987, he was selected by the Aloha Exchange Club as their first Fireman of the Year. In 1988, he was recognized by the County Council, State Representatives and State Senators for his community involvement and participation. As present administrator, he has instituted innovative ideas to provide the highest level of services in life preservation, incident stabilization and property conservation. |

Deputy Fire Chief Edward Bumatay In October, 1970, Deputy Fire Chief Edward Bumatay joined
the Hawaii Fire Department and was one of the first graduates of the Mobile Intensive Care
Technician (MICT) Program. He also holds an Associate of Arts Degree in Fire Science from
the Hawaii Community College. He came up through the ranks, and in 1989, he was appointed
Deputy Fire Chief during the administration of Mayor Bernard Akana. After the termination
of his appointment, he returned to his position as Fire Captain at Waiakea Fire Station
and served in that capacity until his current appointment as Deputy Fire Chief effective
July 16, 1993. |

degree in Business Administration. Prior to his appointment as Director of Finance, he
served as the Legislative Auditor for the Hawaii County Council since l976. His experience
before entering County service includes management position with the I. Kitagawa & Co.
in Hilo. |

George Yoshida, Director of
the Department of Parks and Recreation, was born, raised and educated in Hawaii and
received a degree in Education from the University of Hawaii at Manoa. He was a school
teacher for five years and has 17 years of experience directing elderly programs. He
served as Director and Deputy Director of Parks and Recreation under Mayor Bernard Akana,
and was appointed Director of the Department by Mayor Stephen K. Yamashiro December 7,
1992. |

Juliette "Julie" Tulang, Deputy Director, was appointed August 2, 1993. She has served as program specialist with the Parks and Recreational Elderly Activities Division Nutrition Program for 18 years. Under the administrations of Mayors Bernard Akana and Larry Tanimoto, she was Deputy P&R Director for one year. Prior to joining the County, Mrs. Tulang was a teacher for two years and also worked at the University of Hawaii Cooperative Extension Service. She holds a Bachelor of Arts degree in home economics and a Masters degree in Education from Linfield College in Oregon. Return To Top Of Page |

Police Chief Wayne G. Carvalho began his career as a jail guard in October, 1964 and moved through the ranks to
be appointed Deputy Chief of Police in July, 1983, a position he held until September,
1989. From November, 1989 to November, 1994, he held various positions in private
business, including Chief Operating Officer of Dillingham Partners. He was appointed
Police Chief by the Hawaii County Police Commission on November 16, 1994. Chief Carvalho
graduated cum laude with an Associate of Arts and a Bachelor of Arts degree from the
University of Hawaii at Hilo and has done graduate studies with the University of
Virginia, an affiliate of the Federal Bureau of Investigation's National Academy. He is a
member of numerous professional and community organizations. |

Deputy Police Chief James S. Correa became a police officer in 1975 following recruit training. He was promoted to Police Detective in 1980, Police Lieutenant in 1986, and Police Captain in 1989. Prior to being named Deputy Police Chief in May, 1995, he was Acting Major in the Technical Services Section. Deputy Chief Correa attended the University of Hawaii at Hilo with a major in business and economics and graduated from the Federal Bureau of Investigation's National Academy. He is a member of several professional organizations and is a resource person for schools and community and civic organizations. Deputy Chief Correa also lectures in the Administration of Justice program at the University of Hawaii at Hilo. |

Milton D. Pavao, Manager,
was born and raised in Keaau (formerly known as Olaa). He attended Keaau Elementary &
Intermediate School, Hilo High School, and the University of Hawaii, Hilo and Manoa
Campuses, where he received his Bachelor of Science degree in Civil Engineering in 1972.
Mr. Pavao began his career with the Department of Water Supply in July of 1972 and he
worked for the Department of Water Supply as a summer student for four years prior to
that. He was the Engineering Section Head prior to being appointed Manager on January 3,
1995. Mr. Pavao is a member of the Hawaii Water Works Association and the American Water
Works Association. He and his son, Anthony, reside on Pohaku Circle, Keaau. |

Quirino Antonio, Jr., Deputy Manager, is a Big Island native. He grew up in Pepeekeo and attended Pepeekeo Elementary and Kalanianaole Intermediate schools. After graduating from Hilo High School in 1969, Mr. Antonio attended the University of Hawaii at Hilo. He went on to the University of Hawaii at Manoa and received a Bachelor of Science degree in Civil Engineering in 1974. During the summers in his college years, Mr. Antonio worked for the County's Planning and Water departments. Official government service began in 1974 with the Planning Department as a Planner - Engineer. Shortly after that, he transferred to the Department of Water Supply in the Water Resources and Planning Branch of the Engineering Division. He headed that branch as a Civil Engineer V for 12 years until the end of 1994. Upon selection by newly appointed Manager, Milton D. Pavao, and confirmed by the Water Commission, Mr. Antonio began serving as Deputy Manager in January 1995. Quirino and his wife, Audrie, have three sons and two grandchildren. They reside in Hilo. |

Diane S. Quitiquit, Director,
attended the University of Pittsburgh and began her career in Hawaii 19 years ago with
AMFAC Hotels and Resorts starting with their management training program, and in 1985 was
named General Manager of Hotel King Kamehameha and the Keauhou Beach Hotels. In 1989, she
left the hotel and became the Big Island representative for Outrigger Hotels, Hawaii. In
1991, she and a business partner opened a small business in Kailua - Kona. Mrs. Quitiquit
has been active in many community organizations including a term as a member of the Kailua
Village Design Commission; past chair of HVB Big Island Chapter; past president of Hawaii
Hotel Association, Big Island Chapter; chairman, Natural Energy Laboratory Authority
Board; president, Hualalai Academy Board of Directors; member, Onizuka Memorial Committee;
and others. In January 1993, Mrs. Quitiquit joined the present administration as Director
of Research and Development. |

Donna Fay K. (Goto) Kiyosaki, P. E., was born and raised on Oahu. After graduating from Roosevelt High School, she
received a Bachelor of Science degree in civil engineering from Stanford University in
1977. Mrs. Kiyosaki has been a registered Professional Engineer in the Civil Branch since
1982. She has served as Chief Engineer since January 1993. Mrs. Kiyosaki has held previous
engineering positions with the Department of Transportation Services for the City and
County of Honolulu, the private consulting firms of M&E Pacific and Okahara &
Associates, and the Department of Water Supply, County of Hawaii. From 1986 through 1992,
Mrs. Kiyosaki was employed by the Hawaii Electric Light Company performing a number of
duties including heading the civil/survey section, administering the company's capital
budget and rural line extension program, and coordinating the utility's integrated
resource plan. She has been active in many community organizations such as the Hawaii
Society of Professional Engineers, the Rotary Club of Hilo Bay, and the Hawaii Island
United Way campaign. |

Jiro A. Sumada was born in Lihue, Kauai and raised in Hilo. He graduated from Hilo High School in 1975 then continued his formal education at the U.S. Air Force Academy, and the University of Hawaii, Manoa. The majority of his practical experience has been in facility maintenance at Air Force bases in Japan, Korea, Guam and the Philippines. After a short career in the military, Mr. Sumada worked as a design coordinator for Project Managers Hawaii, Inc., overseeing architectural and engineering consultants designing new facilities at the Kahului Airport on Maui. Prior to starting work with the Department of Public Works, Mr. Sumada was employed at Willocks Construction Corporation as an estimator and project engineer. |

Mayor Stephen K. Yamashiro was
born in Honolulu and attended University Elementary School. He graduated from Punahou in
1959 and the U.S. Army Artillery Officer's Candidate School, Fort Sill, Oklahoma in 1964.
In 1965, Mayor Yamashiro received his Bachelor of Arts degree from the University of
Hawaii and in 1969 he was awarded a law degree from Willamette University College of Law.
He has served as a State Deputy Attorney General, a County of Hawaii Deputy Corporation
Counsel, and Hearings Officer for the Hawaii Public Employment Relations Board. Mayor
Yamashiro served on the Hawaii County Council from 1976 to 1990, 11 of those years as
Chairman. He became Mayor of the County of Hawaii on December 7, 1992. He is married to
Della E. Allison. |

William G. Davis, Managing
Director, was born on Kauai and attended Cornell University. He was employed with
Interisland Resorts from 1957 to 1984 and managed the Naniloa Surf Hotel from 1966 to 1984
and the Kauai Surf Hotel from 1984 to 1985. He then became Regional Vice President of
Hemmeter Corporation from 1984 to 1986. He was Senior Vice President of Hemmeter Partners
from 1987 to December, 1992, when he was appointed Hawaii County Managing Director. |

Henry Cho, Deputy Managing
Director, was born and educated in Kona. He was employed with the State Department of
Transportation, South Kona Highways Division, for over 37 years and received several state
and community awards for his work. His family business is H. Cho Enterprises, Inc.,
specializing in wholesaling and retailing of plumeria flowers and leis. He has been an
active member of the Kona Judo Club for 38 years, and also has been active in the South
Kona Aloha Lions Club and the South Kona Catholic Churches. Mr. Cho serves the County in
the Kona Office. |

Rudy Legaspi, Executive
Assistant, was born and educated in Hilo and attended the University of Hawaii at Hilo
from 1958 - 60. He graduated from the University of Hawaii - Manoa Campus in 1962 with a
Bachelor's degree in personnel management. He served in the Hawaii National Guard and the
U.S. Army. Mr. Legaspi served as Hawaii County Legislative Auditor from 1969 to 1976 when
he became County Clerk, a position he held until January, 1989. He is a member and officer
of numerous community organizations. |

Robert Hiolomaikalani Makuakane, Executive Assistant, was born in Opihikao and graduated from Hilo High School in
1958. After graduation, he attended the U.S. Naval Radio School in Norfolk, Virginia. From
1965 - 70, he was owner of Muntz Stereo City in Hilo. From 1971 to 1988, Mr. Makuakane was
a Police Officer serving the Ka'u District. He was elected to the Hawaii County Council as
a representative from the Ka'u District in 1988 and served a four - year term. He was
appointed Executive Assistant July 1, 1993. |

Russell S. Kokubun, Executive
Assistant, is a graduate of Punahou School and received a BBA degree from Southern
Methodist University in Dallas, Texas. He now resides with his wife and two daughters in
Volcano. He was elected to the Hawaii County Council in 1984, was re - elected in 1988,
and was selected by his Council colleagues to serve as Council Chairman. From November
1992 to September 1995 when he was appointed Executive Assistant, he was Project Manager
for the Hilo Main Street Program. He also serves as a representative on the National Board
of Advisors to the National Trust for Historic Preservation. |

Lohe Kaaloa, Executive Assistant, served four years in the United States Marine Corps and was a construction project coordinator. He has been the sole proprietor of Big Island Masonry, Inc. and is a martial arts expert and Panaewa farmer. He has been involved in many Hawaiian organizations and works with Hawaiian groups on community projects. |

Council Chairwoman Keiko Bonk -
Abramson, Hilo High School graduate, received her Bachelor of
Fine Arts from the University of Hawaii at Manoa in 1976 and a Master of Fine Arts from
Hunter College in New York City in 1982. She has also taken additional studies at the
California College of Arts and Crafts, the San Francisco Art Institute and Lund University
in Sweden. Her employment and business background includes producing multi - media events
in New York, performing with "Cosmic Oven", "His Master's Voice", and
"The East Village Orchestra". A self - employed artist, she has had solo
exhibitions at the Galeria Buades in Madrid and Piezo Electric in New York and numerous
group exhibitions in Washington, New York, Miami, San Francisco, and in Australia, Spain,
Denmark and Germany. Her awards include the New York Foundation for the Arts Grant,
Pollock - Krasner Foundation Grant, Tom Woods Award (Hunter College), and the Hawaii State
Foundation on Culture and Arts. She is the first member of the Green Party to be elected
to office in the United States. She is a member of the Business & Professional Women's
Organization, the Volcano Community Association and the Ka'u Community Development
Corporation. |

Council Vice - Chairman Brian J. DeLima is a graduate of Hilo High School,
the University of Massachusetts (Amherst) and the William S. Richardson School of Law. He
is a partner in the law firm of DeLima and Sadamoto, concentrating in the areas of family,
criminal and personal injury litigation. He has been a councilman since 1990 and has prior
legislative experience as a staff member of the State Legislature. Councilman DeLima is a
member of the Kanoelehua Industrial Area Association, Japanese Chamber of Commerce &
Industry, Portuguese Chamber of Commerce, Hawaii County M&S Exchange Club of Hilo,
Hawaii State and American Bar Associations, Hawaii Island Chamber of Commerce, Downtown
Improvement Association, Boys & Girls Club of Hilo, Lehua Jaycees, Hilo High School
Foundation & Alumni Association, UH Vulcan Booster Association and the Elks B.P.O.E.
Lodge 759. He and his wife, Paige, have two daughters, Blaise and Blaire. |

Councilman Takashi Domingo was born in Kukuihaele and is a graduate of Honokaa High and National Technical
Schools. He was the Lead Electrician at Honokaa Sugar Company and is the owner of Taka
Domingo Electric. He has been with the Hawaii County Council since 1976, representing the
district of Hamakua, and is Chairman of the Committee on Planning. Councilman Domingo also
serves on the Board of Directors of the National Association of Counties and is a member
of the National Association of Counties Coastal Watershed Advisory Committee. He is a
member of the Honokaa Businessman's Association and serves as a board member of both the
Hamakua Health Center and Brantley Center. |

Councilman James Y. Arakaki is a 1958 graduate of Hilo High School. He attended the University of Hawaii at
Hilo and graduated from the University of Hawaii at Manoa in 1965. He is the President of
Dodo Mortuary Life Plan and currently serves as the Hawaii County Council's Finance
Committee Chairman. As a United States Army veteran, he has been very active in many
community organizations such as the Japanese Chamber of Commerce, Hawaii Island Japanese
Community Association, Hui Okinawa, Hilo Junior Golf, Hilo Downtown Improvement
Association, Ahualani Kumiai, Hawaii Allied Memorial Council and the Kanoelehua Industrial
Association. He has also served on the State of Hawaii Contractors Licensing Board.
Councilman Arakaki and his wife, Grace, have two daughters and a son. |

Councilman Elroy T. L. Osorio was born in Hilo. He is a graduate of St. Mary's School in Hilo, St. Louis
College in Honolulu, Northwestern University Traffic Institute in Police Supervision, and
attended the University of Hawaii at Hilo. He is also a graduate of Commercial Investment
Courses in Honolulu, Texas, Michigan, and Pennsylvania. Councilman Osorio served on the
Hawaii County Board of Supervisors from 1961 to 1964. During these years, he served as
County of Hawaii Republican Chairman, Hawaii State Association of Counties President,
National Association of Counties Director, and as the Republican National Committeeman for
the State of Hawaii. He was elected to represent Council District 4 in 1994, and currently
serves as Chairman on the Subcommittee on Hawaiian Issues. He is active in the United
States Volleyball Association, serving as Regional Commissioner, is a member of various
Chambers of Commerces, the Big Island Business Council, Kanoelehua Industrial Area, and
Hawaii Island Contractor's Association. He is currently a Certified General Appraiser.
Married to Delene Osorio, he has six children, sixteen grandchildren, and two great -
grandchildren. |

Councilman Al Smith was elected to represent the lower Puna area in November of 1994 and currently
serves as Chairman of Research and Development as well as Chairman of the County Housing
Agency. A resident of the community for over 25 years, he has built a successful small
business in Pahoa. He has helped start several youth programs including Pahoa Little
League, the Babe Ruth League, and Pahoa High baseball programs. He was former President of
Pahoa P.T.S.A., a member of Leilani Community Association, Paradise Park Hui Hanalike,
B.P.O. Elks, Lodge 759, Fraternal Order of Eagles Aerie #3642, and the Pu'uwai Opio
Softball Club. Councilman Smith and his wife, Jan, have two children and two
grandchildren. |

Councilman Keola Childs was first elected in 1992 and represents the central part of Kona, between Honaunau and Holualoa. He has been a licensed real estate broker since 1973, and was involved in small scale land development prior to his election. He currently works full - time as a councilman. Married to the former Meg Greenwell, he has two children in public elementary school. He is a member of the Kona - Kohala Chamber of Commerce, Kona Outdoor Circle and numerous other community groups in the Kona area. Councilman Jim Rath was born in Elmira, New York and raised in Jamestown, New York. He completed high
school at McKinley and attended the University of Hawaii at Manoa. He received a
Commercial Pilot's License and Flight Instructor's Rating on Oahu. After being honorably
discharged from the Air Force he worked in Honolulu as a marine carpenter and mechanic,
then as a police officer, flight instructor and commercial pilot. He is a self - employed
businessman having previously owned and operated a commercial/industrial roofing company,
both in the U.S. and overseas, a commercial construction company and a solar
panel/satellite dish manufacturing company. He also previously owned Kona Motorcycles,
Ltd. Councilman Rath is a member of the Kona Shrine Club, Kona Masonic Lodge, the Kona
Elks and remains active in the business and aviation communities. |

Councilman John Ray was born in 1947 and raised in Virginia. He majored in history at the University
of Virginia, served two years in the U.S. Army Infantry and moved to Hawaii in 1972. He
lived on Oahu for four years and worked for Kuluwai Irrigation, a firm specializing in
drip irrigation sales and installation. Councilman Ray moved to Waimea on the Big Island
in 1976 and has owned and operated several businesses during the past twenty years
including Paniolo Pizza in Kailua - Kona, Paniolo Country Inn in Waimea, Johnny Ray's
Original BBQ on Oahu, and ORCA Sea Farms on Moloka'i. He has been active in numerous
community projects and organizations, Waimea School SCBM, Waimea Outdoor Circle, North
Hawaii Rotary Club, Anuenue Playground, Waimea Main Street, and the Kahilu Theatre
Foundation. He is married to Denise Ray and has two daughters and one granddaughter. |

Barbara Bell was appointed County Clerk on June 9, 1995. She attended the University of California at Irvine where she received a Bachelor of Arts degree in Theatre Lighting Design. Since 1990, she has attended UHH as a postgraduate student in Economics and Accounting. She has been a self - employed businesswoman since 1979, with a varied career as a property manager, nursery owner, land excavation partner, theatre designer, and disc jockey. She has been involved in community issues for 15 years, which required an active involvement in County, State, and Federal governments. She has been an officer in Puna and Kapoho Community Associations, and was Co - Chair of the Hawaii Green Party for two years. While in office, she has worked to improved public access of records at the Clerk's Office and will be thrilled to see an increase in voter turnout. |

Kaipo Kincaid was appointed Deputy County Clerk in December, 1994. A graduate of the University
of Hawaii with a bachelor's degree in sociology and anthropology, she holds a law degree
from William S. Richardson School of Law. Legislative experience includes six sessions
with the State House of Representatives, as well as an appointed County Council
legislative assistant. Her legal career spans both the private and public sector. An
attorney in the public sector, she was with Legal Aid Society of Hawaii, the Native
Hawaiian Legal Corporation, and the Palau Public Lands Authority in Micronesia. She has
been in private practice for 10 years concentrating in real property, quiet title, wills,
probates, and domestic law. |

Constance R. Kiriu,
Legislative Auditor, graduated from Portland State University in Portland, Oregon with a Bachelor of Science degree in sociology and education. She taught in the Minnesota, Washington and Hawaii school systems before working as a legislative assistant with the Hawaii County Council for two years. Her move to the County Planning Department spanned a period of eight years where her responsibilities as a planner included Coastal Zone Management, Planning Commission and State Land Use Commission matters, agency rulemaking, environmental assessment reviews and preparation, General Plan, Zoning Code amendments, and emergency management operations and disaster response plans.
