Laurence E. Capellas
Laurence Capellas was born on Kauai and raised on
the Big Island. He graduated from Ka'u High School, attended the
University of Hawaii at Hilo and Manoa, the Hawaii Technical School,
and received a Bachelor of Science degree in Civil Engineering
from California State Polytechnic University (Cal Poly) in 1965.
He is a registered civil engineer in both Hawaii and California.
Capellas was appointed Deputy Chief Engineer in December
1990. Prior to his appointment, he was a satff engineer with the
Engineering Division of the Department of Public Works for four
years. His background includes six years as Manager of the Hawaii
Redevelopment Agency in Hilo and 16 years as an engineer with
the Los Angeles County Road Department.
XVI. DEPARTMENT OF PUBLIC WORKS
ROLE AND DUTIES
The department is responsible for all matters relating
to engineering; public and private building construction and inspection;
wastewater construction and the operation and maintenance of five
wastewater systems; solid waste management and landfill programs;
construction, inspection and maintenance of public streets, highways,
bridges and drainage facilities; acquisition of public and private
properties for public purposes; design, operation and maintenance
of traffic signals and traffic control devices; and all other
public works projects, except for matters relating to parks and
recreation and water supply. Public Works is also a key support
agency for Civil Defense emergencies.

Automotive Equipment Superintendent 8/09/96
Walter Lucas, a native of Hilo, is a graduate from Hilo High School and Hawaii Community College. He joined the County of Hawaii in l972 as a maintenance mechanic with the Department of Public Works. He transferred to the Automotive Division in l976 as an automotive mechanic and became a Roads Construction Supervisor in l979 with the Highway Division. He later became the County's first Safety and Driver Improvement Coordinator. On December of l985 he was promoted to the Automotive Division where he presently serves as the Automotive Division's Superintendent.
Building Division Chief 8/96
Wayne Onomura, P.E., is a registered professional
structural engineer who was born in Honokaa, Hawaii. After graduating
from Honokaa High School, he continued his education at Cal State
Polytechnic College in San Luis Obispo, California. Upon graduating
with a Bachelor of Science degree in Architectural Engineering
in 1965, he was also commissioned as an officer of the United
States Army. After being honorably discharged as a Captain in
the Air Defense Artillery branch in 1968, he began his engineering
career with the County of Hawaii. His engineering background includes
five years as a plans examiner, five years as a code enforcement
coordinator, and fifteen years as the Building Division's Deputy
Chief, and as of January, 1993, Building Division Chief.
Engineering Division Chief 8/96
Galen Kuba, P.E., was born December 30, 1951, in
Hilo. Graduated from Hilo High School in 1969, then attended University
of Hawaii Hilo campus until 1970. In 1973 graduated from University
of Hawaii Manoa with a Bachelor of Science degree in Civil Engineering.
Returned to Hilo to work for Inaba Engineering, Inc., until April
of 1975 when he began work for the County of Hawaii, Department
of Public Works, Bureau of Plans and Surveys. Received his professional
civil engineering license on August 5, l977. On July l, l986,
moved to the Wastewater and Solid Waste Division until the creation
of a new Solid Waste Division inÿl988. He was promoted to
Solid Waste Division Chief on June l, l989. On August 1, 1995,
Kuba was promoted to Division Chief for the department's Engineering
Division. Member and past president of the Lehua Jaycees and University
Heights Community Association, and member of NSPE/HSPE.
Highway Maintenance Division Superintendent_8/96
Stanley Nakasone is a graduate of Kohala High School
and served in the U.S. Army Combat Engineer Division. He was employed
by the Atomic Energy Commission and worked for several local construction
companies before joining the County of Hawaii in 1968 as a laborer.
Stanley was promoted to supervisor in 1970 and then to district
road overseer in 1975, before assuming the position of Highway
Maintenance Superintendent in 1991.
He has served as Public Works Safety Chairman and member of the County of Hawaii Safety Committee. Stanley received an incentive award and was a nominee for outstanding employee for the Department of Public Works. He has been active in community organizations in coaching basketball and baseball and serving as Scoutmaster for the Boy Scouts of America.
Solid Waste Division Chief 8/96

in April, 1993. Prior to his appointment, he served as the Deputy
Chief Engineer for two years and was a staff engineer with the
Engineering Division of the Department of Public Works for four
years. His background also includes six years as Manager of the
Hawaii Redevelopment Agency in Hilo and sixteen years as an engineer
with the Los Angeles County, Department of Public Works.
Traffic Division Chief 8/96
Richard H. Nishimura, P.E., a native of Hilo, graduated
from Hilo High School in 196l and continued his education at the
University of Hawaii at Manoa where he earned his Bachelor of
Science degree in Civil Engineering in 1966. After graduation,
he served for five years as a navigator in the U.S. Air Force.
In 197l he began his employment with the County of Hawaii as a
civil engineer with the Department of Public Works. In Marchÿ1976,
he became a traffic engineer with the department's Division of
Traffic Safety and Control and was selected as the division chief
of the Traffic Division in September 1985. From June to December
1990, Nishimura served as Deputy Chief Engineer of the Department
of Public Works, returning to his post as Traffic Division Chief
at the end of his appointment. Mr.ÿNishimura is a member
of the Hawaii Society of Professional Engineers (Big Island Chapter),
the American Society of Civil Engineers and the Institute of Transportation
Engineers.
Wastewater Division Chief 8/96
Peter J. Boucher, P. E., while originally from Connecticut, has resided in Hawaii since 1984. He has received a Bachelor of Science degree in Civil Engineering from the University of Texas at Austin and a Master of Science degree in Agricultural Engineering from the University of Hawaii at Manoa. He has served as a Peace Corps Volunteer in Fiji. He has also been employed by Pan Pacific Construction as a project manager and by R.ÿM. Towill Corporation as a resident engineer in Kona prior to joining the Department of Public Works in 1994. Mr. Boucher is a member of the Hawaii Society of Professional Engineers (Kona Kohala Chapter) and the Water Environment Federation.

Automotive Division
Installed a computerized parts library resource
center to better manage the maintenance and repair program.
Increased manpower at the Kohala baseyard
to improve service to the County's rural repair needs.
Administered the disposal of 944 police reported
abandoned or derelict vehicles.
Building Division
Issued over 7,200 building, electrical, plumbing,
or sign permits valued at over $268 million and subsequently conducted
over 18,400 inspections.
Completed or coordinated design and construction
of fortyÿsixÿ(46) projects valued at $1.2 million.
Engineering Division
Continued to expand the County's resurfacing
program by utilizing fuel tax funds as a 20% match with 80% Federal
funds to maximize road paving.
Expanded bridge program using ISTEA funds
to include bridge replacements, seismic retrofits, and design/build
projects.
Aggressively pursued new traffic signal installations
by utilizing 100% Federal ISTEA monies.
Upgraded computer aided drafting hardware
and software. Completed 96 survey projects and requests.
Completed thirteen (13) fuel tax and/or ISTEA
funded projects valued at over $2.8 million, five (5) CIP projects
valued at over $409,000, three (3) flood improvement and damage
repair projects valued at over $116,000, and three (3) Parks and
Recreation projects valued at over $453,000.
Initiated construction of eight (8) fuel tax
and/or ISTEA funded projects valued at over $4.7 million, four
(4) CIP projects valued at over $750,000, three (3) Parks and
Recreation projects valued at over $790,000, and one (1) State
funded project valued at over $1.9 million.
Reviewed, approved, and inspected 529 permits
for driveways, work within County rights of way, grading, grubbing
and stockpiling.
Reviewed 153 subdivision applications, 160
construction plans, 57ÿohana applications, 2,962 building
permits, and inspected 31ÿsubdivisions.
Highway Maintenance Division
Resurfaced various County roads islandwide
including, Puako Drive, Kynnersley Road, Keokea Road, Hookena
Road, Milolii Road and Kahakai Boulevard.
Provided major repairs and A.C. patching for
Saddle, Mookini, Kaumana, Honolulu Landing, and Waipio Valley
Roads, including repairs to the Hiilawe River crossing.
Widened shoulders and improved safety along
Mamalahoa Highway in Kona, Onomea Road, Walua Road and Milolii
Road.
Performed major flood control improvements,
repair work and maintenance along Wailoa Channel, Keopu, Pahala,
Naalehu, Waiohinu, and North Kulani sump. Contracted cleaning
of 18ÿdrywells and 22 culverts. Constructed french drains
at fourÿ(4)ÿlocations islandwide.
Assisted Civil Defense during major emergencies.
Assisted the Solid Waste Division with repairs
and clean up of transfer stations.
Assisted with various Parks and Recreation
projects, including Bayfront Soccer Field, Honokaa rodeo grounds,
Laupahoehoe Gym parking lot and Kailua Park.
Solid Waste Division
Improved the accounts receivable and billing
system for tipping fees to increase revenues.
Maintained a Vehicle Disposal Fund to subsidize
operations for abandoned vehicle disposal, battery disposal, tire
cutting and used oil recovery program.
Completed the closure of the Kailua Landfill and initiated post closure monitoring.
Continued to evaluate alternatives regarding
the selection process for a new East Hawaii Transfer Station and
Material Recovery Facility.
Commenced groundwater monitoring for the South
Hilo Landfill. Obtained State DOH approval to extend landfill
operations to the end of 1997.
Established a tire cutting and disposal contract
and a program for collection and disposal of vehicle batteries.
Expanded recycling efforts through a glass
recycling contract, pilot composting contract, household hazardous
waste collection, and continuation of the diversion grant subsidy
and educational programs.
Traffic Division
Operated and maintained 7,549 active street
lights. Converted 24ÿlights to energy efficient low pressure
sodium luminaires.
Operated and maintained 62 traffic signal
systems and 10 flashing light systems.
Fabricated and installed over 2,000 traffic
signs, 5,000 raised pavement markers, and 130 miles of striping.
Operated and maintained 1,018 parking meters.
Wastewater Division
Completed the Alii Drive Sewer Parts "A"
"B", Waiaha Force Main, Ainako Interceptor Sewer, and
Onekahakaha Beach Sewer Improvements.
