Department of Public Works

Photo Not Available Robert K. Yanabu has been with the Department of Public Works for 25 years. Seven years prior to his appointment as Chief Engineer, he served as special projects engineer assigned to administer and manage several new highway and flood control improvement projects as well as assisting with programs and projects in the Department's Solid Waste Division. Prior to that, he was the Chief of the Department's Engineering Division.

Mr. Yanabu began his professional engineering career in 1966 with Lockheed-California Co., in Burbank, California, working in the aircraft production industry. Between 1967 and 1974, prior to accepting employment with the County of Hawaii, he worked for the Department of Building and Safety as a structural engineer and with the Department of Water and Power as a civil engineer, both departments with the City of Los Angeles.

A Hilo High School graduate, he earned his bachelor of science in engineering from UCLA in 1965 and subsequently received his master of science in civil engineering from the University of Southern California in 1969.

Mr. Yanabu is a licensed civil and structural engineer in both Hawaii and California. His professional affiliations include membership with the American Society of Civil Engineers and the Structural Engineers Association of Hawaii.

pworks_sumada.gif (18870 bytes) Jiro A. Sumada was born in Lihue, Kauai and raised in Hilo. He graduated from Hilo High School in 1975 then continued his formal education at the U.S. Air Force Academy, and the University of Hawaii, Manoa. The majority of his practical experience has been in facility maintenance at Air Force bases in Japan, Korea, Guam and the Philippines. After a short career in the military, Mr. Sumada worked as a design coordinator for Project Managers Hawaii, Inc., overseeing architectural and engineering consultants designing new facilities at the Kahului Airport on Maui. Prior to starting work with the Department of Public Works, Mr. Sumada was employed at Willocks Construction Corporation as an estimator and project engineer.

XVII. DEPARTMENT OF PUBLIC WORKS

ROLE AND DUTIES

The department is responsible for all matters relating to engineering; public and private building construction and inspection; wastewater construction and the operation and maintenance of five wastewater systems; solid waste management and landfill programs; construction, inspection and maintenance of public streets, highways, bridges and drainage facilities; acquisition of public and private properties for public purposes; design, operation and maintenance of traffic signals and traffic control devices; and all other public works projects, except for matters relating to parks and recreation and water supply. Public Works is also a key support agency for Civil Defense emergencies.

Major Goals and Objectives

STAFF

The department has 465 employee positions to operate the seven divisions and the administration/fiscal section of the Office of the Chief Engineer.

Automotive Equipment Superintendent

Walter R. Lucas, a native of Hilo, is a graduate from Hilo High School and Hawaii Community College. He joined the County of Hawaii in 1972 as a maintenance mechanic with the Department of Public Works. He transferred to the Automotive Division in 1976 as an automotive mechanic and became a Road Construction Supervisor in 1979 with the Highway Maintenance Division. He later became the first Safety and Driver Improvement Coordinator for the County of Hawaii. In December 1985, Mr. Lucas was promoted to Superintendent of the Automotive Division. In June 1997, Mr. Lucas was assigned as Acting Division Chief for the Solid Waste Division. Mr. Lucas returned to head the Automotive Division on January 16, 1999.

Building Division Chief

Stanley Takemura, a native of Hilo, graduated from Hilo High School and attended and received a degree in civil engineering from the University of Hawaii at Manoa. In 1974, Mr. Takemura returned to Hilo and began his employment as an environmental engineer with the Hilo Coast Processing Company which was based in Pepeekeo, South Hilo. In 1979, he was hired by the State Highways Division, Hawaii District, as a project/design engineer and in 1985 was promoted to District Design Engineer, a position he held until 1987 when he moved to the County of Hawaii Department of Public Works, Engineering Division. Mr. Takemura spent 3 years with the Engineering Division and in 1990 was promoted to the position of Design Project Engineer with the Building Division. In 1997, Mr. Takemura became the deputy chief of the Building Division and upon the retirement of then division chief Wayne Onomura on June 30, 1999, he took over as acting division chief and was appointed division chief in February, 2000. Mr. Takemura was a member and past president of the Hilo Jaycees; is a member of the Waiakea Lions club and associate member of the Hawaii Society of Professional Engineers, Big Island Chapter.

Engineering Division Chief

Galen Kuba, P.E., a native of Hilo, graduated from Hilo High School in 1969. He attended the University of Hawaii-Hilo until 1970 and graduated from the University of Hawaii-Manoa in 1973 with a Bachelor of Science degree in Civil Engineering. Mr. Kuba returned to Hilo to work for Inaba Engineering, Inc., until April of 1975 when he began work for the County of Hawaii, Department of Public Works, Bureau of Plans and Surveys. He received his professional civil engineering license on August 5, 1977. On July 1, 1986, Mr. Kuba moved to Wastewater and Solid Waste Division until the creation of a new Solid Waste Division in 1988. He was promoted to Solid Waste Division Chief on June 1, 1989. On August 1, 1995, Mr. Kuba was promoted to Division Chief for the department’s Engineering Division. Mr. Kuba is a member and past president of the Lehua Jaycees and University Heights Community Association and a member of the Hawaii Society of Professional Engineers, Big Island Chapter.

Highway Maintenance Division Superintendent

Stanley Nakasone is a graduate of Kohala High School and served in the U.S. Army Combat Engineer Division. He was employed by the Atomic Energy Commission and worked for several local construction companies before joining the County of Hawaii in 1968 as a laborer. Mr. Nakasone was promoted to supervisor in 1970, then to District Road Overseer in 1975, and in 1991 promoted to Superintendent of the Highway Maintenance Division. He has served as Public Works Safety Chairman and member of the County of Hawaii Safety Committee. He is a past recipient of an Incentive Award from the County and was nominated for Outstanding Employee of the Year for the Department of Public Works. In FY97-98, Mr. Nakasone was the recipient of the "County Manager of the Year" award. He has been active in community organizations, coaching basketball and baseball, and served as Scoutmaster for the Boy Scouts of America.

Solid Waste Division Chief

Leslie Botelho, a native of Laupahoehoe, is a graduate of Laupahoehoe High School and Hawaii Community College. He joined the County of Hawaii on September 1, 1983, as a road maintenance worker. On October 16, 1986, Mr. Botelho transferred to the Automotive Division as a welder. He went on to become the Construction Equipment Repair Supervisor II for that division on March 18, 1991. Mr. Botelho became Acting Automotive Equipment Superintendent for the Automotive Division in June 1997, a position he held until March 1, 1999, when he assumed the position of Acting Solid Waste Division Chief.

Traffic Division Chief

Richard Nishimura graduated from Hilo High School and continued his education at the University of Hawaii at Manoa where he earned his Bachelor of Science degree in Civil Engineering in 1966. He served for five years as a navigator in the U.S. Air Force. In 1971, he began his employment with the County of Hawaii as a Civil Engineer with the Department of Public Works. In March 1976, he became the traffic engineer with the department's Division of Traffic Safety and Control. He was promoted to Division Chief of the Traffic Division in September 1985. From June to December 1990, Mr. Nishimura served as Deputy Chief Engineer of the Department of Public Works, returning to his post as Traffic Division Chief at the end of his appointment. In FY96-97, Mr. Nishimura was the recipient of the "County Manager of the Year" award. Mr. Nishimura is a member of the Hawaii Society of Professional Engineers-Big Island Chapter, the American Society of Civil Engineers and the Institute of Transportation Engineers.

Wastewater Division Chief

Peter J. Boucher, P.E., was born in Connecticut and has resided in Hawaii since 1984. He received a Bachelor of Science degree in Civil Engineering from the University of Texas and a Master of Science degree in Agricultural Engineering from the University of Hawaii. Prior to joining the Department of Public Works in 1994, Mr. Boucher served as Peace Corps Volunteer in Fiji, did international consulting in aquaculture was employed by Pan Pacific Construction as a project manager and by R. M. Towill Corporation as a resident engineer in Kona. Mr. Boucher is a certified Construction Documents Technologist with the Construction Specifications Institute, and is a member of the Hawaii Society of Professional Engineers, Kona-Kohala Chapter, and the Water Environment Federation.

BUDGET

The department’s operating budget for fiscal year 1999-2000 was $34.7 million.

HIGHLIGHTS/ACTIVITIES

Automotive Division

Installed an upgraded Windows version of the computerized fleet maintenance system in order to be year 2000 compliant. Also upgraded the network system.

Assisted in the continued rebuild, replacement and repair of windbreakers at transfer station chutes round the island. Fabricated and installed an emergency stairway at the Traffic Division office.

Building Division

During the past fiscal year the Building Division issued approximately 8,957 building, plumbing, electrical and sign permits with an estimated valuation of $ 366 million and collected permit fees in excess of $ 1,500,000. In conjunction with these permits, over 20,500 inspections were carried out to ensure compliance with code requirements.

The Building Division is charged with the maintenance of existing structures for the departments of Public Works, Fire, Police, Finance, Civil Service, Civil Defense, Prosecutors Office, and the Office of Aging and processed approximately 1,400 repair requests during the fiscal year.

The division also assists with the design and construction of nearly all County facilities and this past year completed or coordinated the design and construction of 18 projects and 8 request for proposals valued at over $ 4.2 million.

Engineering Division

With the award of the Mohouli Street Extension project to M. Sonomura Contracting, the Department will break ground, in FY2000-2001, for the construction of its first new major street since the completion of the Komohana Street Extension in 1967. Using TEA21 matching funds from the federal government, the Mohouli Street Extension will create a new traffic link between lower Kaumana and Hilo that will relieve congestion along Waianuenue Avenue. In addtion to this project, in cooperation with the Traffic Division, we are also using TEA21 funds to modernize the traffic signal system in downtown Hilo.

We are the first County to receive approval to participate in the FHWA State Planning and Reseach (SPR) Program. The SPR program will give us Federal matching funds to conduct traffic circulation study between Ponahawai and Puainako streets. The study will give the Department a course of action to address future traffic circulation and congestion in Hilo.

Our surveying section has completed 59 survey projects and requests and is assisting in land acquistion for project construction.

Project activities include completion of 12 construction projects valued at $ million, 10 projects under construction valued at $24.5 million, and the administration of 12 consultant contracts valued at $2.3 million.

Regulatory Activities - Reviewed, approved, and inspected 601 permits for driveways, work within County rights-of-way, grading, grubbing and stockpiling. Reviewed and approved 178 subdivision applications, 110 construction plans, 17 ohana applications, 9 flood studies for processing to FEMA, inspected 33 subdivision and made 2,028 flood zone determinations.

Highway Maintenance Division

Resurfaced or paved various County roads around the island:

North & South Hilo – 7 roads; over 2.02 miles
North & South Kohala – 7 roads; over 4.95 miles
Kau – 7 roads; over 10.8 miles
Puna – 7 roads; over 10.1 miles

Performed maintenance and upgrade of Mana Road.

Construct sidewalks and walkways, installed guardrails, constructed retaining walls and headwalls, and installed culverts and other drainage facilities islandwide.

Assisted the Solid Waste Division and Department of Parks and Recreation with various projects around the island, including preparation for World Indigenous People’s Conference.

Assisted in fire suppression of 8 fires and assisted Wastewater Division with emergency repairs, was the lead agency in the Whale Recovery Project at Puako, consisting of shoreline removal and burial.

Solid Waste Division

The Quarry Road at the Hilo Landfill was paved with asphalt and concrete and the Division began hauling our own cover materials with the acquisition of a used 1987 Catepillar Rock Hauler. The road improvement will minimize the maintenance cost of the rock hauler since the equipment will not be driven on rough terrain and the paving will reduce the potential of vehicular accidents on the road.

Due to the mechanical breakdown of two used Landfill compactors at the West Hawaii Landfill, the County had to resort to renting a D-8 dozer. The County will receive a brand new Catepillar landfill compactor by December 2000. A new compactor will be more reliable and minimize expensive mechanical repairs.

Received five (5) new Wilkens 75 cubic yard Refuse Trailers. Also repaired six (6) older trailers to keep refuse trailer fleet in good operational condition.

Repaired Pahoa Transfer Station drainage problem and paved refuse trailer parking areas.

In the process of installing chain link fence to gate the Transfer Stations in Papaikou, Keaau, and Honomu. The Puako Transfer Station is in the process of being reconditioned to restore it to its original condition.

Established a green waste collection and processing site in Waimea.

Continued with the Diversion Grants Program for other waste and glass to sustain and expand recycling efforts on this island.

Administratively, the Division is upgrading its personal computer system for future enhancements such as having its own webpage on the County’s website, saving records on CD ROM for speedy retrieval, and ability to download from the Internet, equipment specifications, and current government regulations concerning solid waste operations and OSHA.

Traffic Division

Investigated 219 complaints of requests for repairs, improvements, studies, etc. Processed 101 road closure permit applications. Reviewed 149 preliminary and final plans, including impact studies. Completed signs and markings reviews/designs for 13 County road improvement projects.

Operated and maintained 8,462 street lights (7,947 energized and 515 not energized). Included in these counts are 776 State highway lights, 302 DHHL lights and 89 bridge and parking lot lights. Completed 2,305 street light maintenance work orders. Processed 190 final joint pole applications with HELCO/HTCO. Investigated 27 requests for new street lights.

Operated maintained 50 traffic signal systems (1 of which is presently not in operation) and 10 flashing light systems on County highways. Operated and maintained 28 traffic signal systems and 27 flashing light systems on State highways. Operated and maintained 1 traffic signal system for DHHL. Received and resolved 805 traffic signal trouble calls with a minimum of delay.

Fabricated 2,389 new traffic signs; installed 2,210 traffic signs; installed 839 sign supports. Painted 141 miles of pavement markings; installed 2,769 raised pavement markers. Completed 1,328 work orders, trouble calls, police reports and sign deficiency reports.

Resolution No. 87-99 (draft 2) extended the moratorium on feeding the meters until June 30, 2000. All three individuals assigned to the parking meter branch were assigned to other divisions within the Department of Public Works.

The bill to eliminate all parking meter zones, except the 36-minute zone and the metered zone at the County Building will tentatively be adopted in August 2000.

Wastewater Division

Prepared for Y2K by assessing vulnerability, implementing modifications, validating corrections, and developing contingency plans.

Operated and maintained 5 wastewater treatment plants and 17 pump stations. Treated and disposed of approximately 1.75 Billion gallons of sewage. Repaired malfunctioning biotower pumps and replaced chlorine pacing and injection system at the Hilo WTP.

Maintained approximately 47 miles of sewer lines. Acquired CCTV inspection equipment and cleaned and video-taped over 68% of these lines.

Upgraded and implemented new inventory management system.

Converted sewer billing to page format and provided customers with remittance envelopes.

Implemented a frame relay communication system to improve the network connection between the Wastewater office and the Hilo WTP.
