Mass Transit Agency

transit_cochran.gif (16851 bytes) Michael Cochran was appointed Transit Operations Administrator in April, 1993. He previously was employed with various government and private businesses. His government experience has been with the State Department of Transportation, Department of Attorney General, Department of Consumer Affairs, and Hawaii County Police Department. He also has worked with the Kona Village Resort. His goal at the transit agency is to continue to provide affordable transportation to the residents and visitors of Hawaii County while maintaining the County's fiscal policies.

XII. MASS TRANSIT AGENCY

ROLE AND DUTIES

The Hawaii County Mass Transit Agency provides affordable and cost-effective transportation services for the County of Hawaii. These services include bus service, shared-ride taxi services, and ride matching assistance. In addition, the agency provides administrative support for the Hawaii County Transportation Commission.

STAFF

The agency is staffed by six employees:

1 – Transit Administrator
1 – Transit Assistant
2 – Clerks
2 – Automotive Mechanics

Bus drivers are provided under a contract with Trans Hawaiian Bus Company. Shared-ride taxi services are provided under contractors with seven private taxi firms.

BUDGET

Expenditures in FY 1999-00 amounted $1,005,963, a 5 percent decrease from the previous fiscal year. A reduction in the contracted rate for bus drivers was the primary reason for the decrease.

HIGHLIGHTS/ACTIVITIES

Ridership increased 3 percent from the previous fiscal year and totaled 310,812 passenger trips. The continued increase shows the community’s dependence and use of the County’s transportation services.

BOARDS/COMMISSIONS

Hawaii County Transportation Commission

The Transportation Commission oversees the taxicab industry for the County of Hawaii. Their role is to receive and resolve complaints, conduct hearings and investigations on alleged violations, and grant certificates of public convenience.
