| actual unreserved fun balance ($19,337,343) at June 30, 1996, exceeding the amount |
| projected and appropriated ($9,415,530) in the Fiscal year 1997-1997 budget. States that |
| $2,500,000 are for collective bargaining wage increases, $900,000 is for Council |
| discretionary expenditures, $500,000 is for proper maintenance of flood control and |
| drainage structures, and $479,200 to cover the shortfall int eh ERS contribution account. |
| Recommends that the remaining $4,358,209 not be approptiated at this time as a |
