COUNTY COUNCIL AND COUNTY CLERK MOVE TO
333 KILAUEA AVENUE (BEN FRANKLIN BUILDING, 2ND FLOOR)
To make way for renovation of the Hawaii County Building, the Offices of the County Council and County Clerk will relocate to 333 Kilauea Avenue (Ben Franklin Building, Second Floor) in Hilo on October 10th, 11th, and 12th, 2006.
Every effort is being made to retain the same telephone and fax numbers and e-mail addresses for Councilmembers, the County Clerk, and their staff. We ask for your kokua during the transition to our new work site.
The first County Council meeting at our new address will be held on Monday, October 16th, 2006, beginning at 9:00 a.m. Videoconferencing will be available between the Waimea and Kona Council Offices. We invite you to attend and participate in the formulation of legislation and public policy for Hawaii County.

| The Office of the County Clerk consists of the following Divisions: | |
| Council District Staff assist Council Members in the performance of their legislative responsibilities by conducting research, writing reports, drafting legislation, and following through on constituent inquiries and requests. | |
| Council Services Section coordinates and provides clerical and stenographic support at Council meetings and executive sessions and Council public hearings, and processes and tracks legislation which has been enacted into law. | |
| Council Committees Section coordinates and provides clerical and stenographic support at Council Committee meetings and Committee public hearings, workshops, and site visits, and processes and tracks proposed legislation. | |
| Administrative Services performs personnel and accounting functions for the Council and County Clerks Offices. | |
| Reprographic Division is responsible for reproducing, binding, and mailing documents for all County departments and agencies. | |
| Elections Division conducts County, federal, and special elections, including Board of Education and Office of Hawaiian Affairs, County Charter and State Constitutional amendments, and initiative and referendum issues. It redefines district boundaries during reapportionment and maintains the Hawaii County voter register. The Division also assists the State Office of Elections, and acts as an agent for the State Campaign Spending Division and Ethics Commission. | |

| Legislative Research Branch (LRB) conducts independent research and analysis of substantive legislation prior to its consideration or enactment, either on request of the Council or on its own initiative. It serves in a consultative capacity to the Council, its Committees, and its Members. The LRB also assists with the revision, codification, and publication of ordinances to the Hawaii County Code. | |

| Legislative Auditors Office (LAO) conducts impartial financial and performance audits of County agencies, programs, and operations. It is responsible for procuring an independent certified public accountant to conduct a post-audit of the Countys financial transactions and assists the Council in its adoption of annual budgets. The LAO also initiates audit evaluations or special studies, either on request of the Council or on its own initiative. | |
