What are "Roads in Limbo"?

Roads in Limbo were built or planned by the State or the Territorial government. They are classified into either existing or paper roads. For decades the State and County government argued over maintenance responsibility because of limited recourses. Typically, existing roads are referred to as "government roads" or "homestead roads."

Where are "Roads in Limbo" Located?

On the Island of Hawai`i there are 408.9 miles of Roads in Limbo located island wide. Of that, 122.6 miles exist and are recognized as government or homestead roads. There are also 286.3 miles of paper roads; rights of way that are shown on tax maps, but have not yet been built.

Who is Responsible for Upkeep of "Roads in Limbo"?

The County has now accepted responsibility for maintaining 122.6 miles existing Roads in Limbo. It represents a 13% increase in road maintenance to the County’s existing 900-miles, for a total of 1,029.6 miles of County roads around the island.

How Will the County Fund the Road Repairs?

The County of Hawai`i, Department of Public Works received $2 million from the State Legislature in 2006 to repair Roads in Limbo. Here’s a breakdown of how the $2 million will be spent:

    Safety Assessment, Regulatory and Warning signs $    700,000
    Emergency Repairs for Bridges $    200,000
    Repair Roads in Limbo $ 1,000,000
    Contingency $    100,000

How is a Road Selected for Repair?

Roads are prioritized in each district based on whether the road in its current condition, is accessible by emergency vehicles.

The Highways Division of Public Works has inspected the conditions of the roads within each district and came up with a proposed list of roads for repair from now to June 31, 2008. Some roads will be resurfaced; others will be repaired and graveled.

Public Works sent out letters to each of the 268 residents who attended public meetings on the subject. If you did not receive a letter, please call (808) 961-8321 and ask for Community Relations. Please provide your name, TMK and a phone number and the Department will check and get back to you.
