KEAHOLE TO HONAUNAU REGIONAL CIRCULATION PLAN

AUTHORIZATION: County of Hawaii, Planning Department

LOCATION AND DESCRIPTION: This plan will study a regional project area including both North and South Kona districts. The study area will begin in the North at Keahole and extend South until Honaunau.

The Keahole to Honaunau Regional Circulation Plan was initiated to analyze existing regional transportation and propose future transportation corridors in Kona. The Hawaii County General Plan facilities map identifies future roadways with schematic GIS maps. However, when rights-of-way are not defined in detail, implementation of future roads can be limited, inconsistent, time consuming and costly. Corridor preservation mapping can facilitate implementation and cooperation between developers, county agencies, state, and federal governments.

Ultimately, corridor preservation maps and ordinances designate land areas for future rights-of-way in relation to the pace of development. Corridor preservation, can implement compatible land use development with appropriate multi-modal transportation infrastructure. The planning process will involve community participation and can help to avoid negative cultural/environmental impacts. State and local governments have developed corridor preservation programs to protect and implement future roadways, bikeways, walkways, and mass transit.

OBJECTIVE: To develop a corridor management program to preserve transportation corridors in the face of ongoing development.

Identify and recommend new corridors and/or expand existing alignments for personal and commercial vehicles, bicycle, pedestrian, and transit systems.

Develop a corridor preservation program including but not limited to:

Corridor Preservation Ordinance or Resolution
Landowner Participation Process
Appeals Process
Intergovernmental Coordination Process
Corridor Preservation Development Review Process

Develop an official map with descriptions that identifies new corridors and/or expansion of existing alignments in detail.

SCOPE: The scope of this project is as follows:

Research

Kona Transportation Issues and Needs
"Corridor Preservation" Tools and Techniques
Environmental Resources, Cultural Resources, Social Issues, Physical Conditions, etc.

Define potential implementation strategies for K to H Transportation Corridor

Compile and analyze baseline data on existing landownership, natural resources, demographics, population

Transportation Analysis to determine how the adjusted projections relate to future transportation corridors

Assist with public participation and general public informational meetings

Develop 2020 Conceptual Plan illustrating transportation needs of the project area

Identify future transportation corridors for automobiles, bikes, pedestrians, and transit

Prepare Corridor Preservation Plan Report that identifies future corridors and necessary implementing tools.

TIMELINE: The planning tasks began in February. The plan will developed in consultation with the community and is expected to be completed by November 2002.
