KEAHOLE TO HONAUNAU REGIONAL CIRCULATION PLAN

AUTHORIZATION: County of Hawaii, Planning Department

LOCATION AND DESCRIPTION: This plan will study a regional project area including both North and South Kona districts. The study area will begin in the North at Keahole and extend South until Honaunau.

The Keahole to Honaunau Regional Circulation Plan was initiated to analyze existing regional transportation and propose future transportation corridors in Kona. The Hawaii County General Plan facilities map identifies future roadways with schematic GIS maps. However, when rights-of-way are not defined in detail, implementation of future roads can be limited, inconsistent, time consuming and costly. Corridor preservation mapping can facilitate implementation and cooperation between developers, county agencies, state, and federal governments.

Ultimately, corridor preservation maps and ordinances designate land areas for future rights-of-way in relation to the pace of development. Corridor preservation, can implement compatible land use development with appropriate multi-modal transportation infrastructure. The planning process will involve community participation and can help to avoid negative cultural/environmental impacts. State and local governments have developed corridor preservation programs to protect and implement future roadways, bikeways, walkways, and mass transit.

OBJECTIVE: To develop a corridor management program to preserve transportation corridors in the face of ongoing development.

SCOPE: The scope of this project is as follows:

TIMELINE: The planning tasks began in February. The plan will developed in consultation with the community and is expected to be completed by November 2002.
