AUTHORIZATION: County of Hawai‘i, Planning Department

CONTRACT AMOUNT: $120,000

OBJECTIVE: To develop a long-range "Puna Regional Circulation Plan" through a community-based planning process that builds consensus among the many stakeholders in the Puna District.

LOCATION AND DESCRIPTION:

This plan will study a regional project area within the triangular shape of the Puna District encompassed by Volcano Village, the makai terminus of Pohoiki Road, and along Beach Road to the Puna-South Hilo district boundary.

Overall methodology will be to project future population and land use scenarios to provide a very long-range context for the plan. Past, present and future land use and transportation relationships will be analyzed. The planning consultant will develop the PRCP in close coordination with County officials, County staff, the PRCP Community Advisory Group (CAG), and other interested citizens.

SCOPE:

  1. Scoping (Pre Contract work): Develop preliminary scope of work outline
  2. Analysis of Facts, Trends, Issues, and Needs: Regional Resources, Population, Land Use, and Circulation/Transportation (Months 1 – 3)
  3. Develop Alternative Future Land Use Scenarios and Related Multi-Modal Alternative Transportation Concepts (Months 3-4)
  4. Preliminary Puna Regional Circulation Plan (Months 5-6)
  5. Draft PRCP Report (Months 6-7)
  6. Final PRCP Report (Month 8)

STUDY PROCESS: The PRCP process will include interviews with community leaders, kupuna, large landowners, and interested citizens; two rounds of sub-regional meetings in Keaau, Mountain View, Pahoa, and Volcano; CAG workshops and charrettes; and at least two general public informational meetings. Meetings are publicized by radio, newspaper (Hawaii Tribune Herald, Hawaii Island Journal, Puna News), Community Association newsletters, County of Hawaii website, County newsletter, email, "snail" mail, phone calls, and posted flyers. We welcome any additional methods of publicity you might suggest.

TIMELINE: The planning work began in February 2004. The plan will be developed in consultation with the County and the community and is expected to be completed by November 2004.
