HCRC is a program within the County’s Department of Research and Development. We encourage collaboration between communities and Hawaii County government to develop solutions to community needs and issues. Our services include:

• Referrals to skilled facilitators and recorders upon request.
• A library of grant sources for public grant searches.
• Reviews of grant proposals upon request.
• Training in topics such as strategic planning, organizational self-assessment and capacity building, planning effective meetings, problem solving, grant writing, and facilitation.
• Coordination and facilitation of meetings between government agencies and communities.
• Volunteer opportunities.

What is "Capacity Building?"

Capacity building is a process that empowers people to plan for the future, address issues, and manage and solve problems.
