Mamalahoa Highway Improvements at Kealakekua and Captain Cook
Your County Department of Public Works is pleased to inform you that the Kealakekua Phase I and the Captain Cook intersections roadway projects have been announced for construction bidding.
Kealakekua Phase 1 Project
The Department of Public Works will be constructing improvements along the Mamalahoa Highway, fronting the Kamigaki Market, northerly through Keekee Place intersection, up to the area fronting the Kealakekua Public Library.
These improvements will consist of:
Bid opening date will be Thursday, April 6, 2006; and we expect construction to begin in May 2006.
Completion of this project should be on or around September 2006.
Captain Cook Intersection Project
The Department of Public Works will be constructing improvements along the Mamalahoa Highway; a) from the intersection of Kiloa Road, northerly through Kamakani Street, fronting the Captain Cook Police Station driveway, and to the Kinue Road intersection, and b) at the intersection of Captain Cook Road.
These improvements will consist of:
Bid opening date will be Thursday, April 27, 2006; and we expect construction to begin in May 2006.
Completion of this project should be on or around February 2007.
How these projects evolved
These projects evolved from community input and support, aimed at addressing some of the traffic delay problems occurring in South Kona. The Department of Public Works joined forces with the Kona Traffic Safety Committee, and local merchants and property owners to come up with ideas to relieve these traffic problems.
The primary concern was vehicles trying to make left-turns, impeding the free flow of thru-traffic. As a result of these collaborative efforts, left-turn lanes will be provided in these areas.
All of us at the Department of Public Works would like to express our gratitude to the Kona Traffic Safety Committee members, and the local merchants and property owners, by graciously working together and making things better through this positive cooperative effort.

Wai Puna ("Spring Water") Stations -- A Water Spigots Improvement Project
The County of Hawaii has received a federal grant from the United States Environmental Protection Agency to provide potable water by means of the "Wai Puna Stations" water spigots project to residents who rely on catchment systems.
As we all know, there are times when rainfall is not of adequate quantity, and the quality of water in some water catchment systems is less than desirable. The Wai Puna Stations water spigots project is a commitment from the County of Hawaii to provide safe, quality drinking water to those who rely on water catchment systems for their potable water supply.
Please come to a public meeting in your area to understand what is proposed and make input. These Wai Puna Stations are being developed for you.

"Malama i Ka `Aina One Islands Struggle with Illegal Dumping" Video
The public is cordially invited to see a 30-minute documentary film that explores the transition from ancient Hawaiian culture, where no resources were wasted, to our modern consumer culture where improper disposal of waste has become an increasing problem.
The video "Malama i Ka `Aina One Islands Struggle with Illegal Dumping" was produced with kokua from many of the islands videographers and Bishop Museum.
It features interviews with Mayor Harry Kim, other government officials, local kupuna and community members regarding the situation on the Big Island and possible solutions to the problem of illegal dumping.
Showings will be at the County Council Room, 25 Aupuni Street, Hilo on:

Presentations on Proposed West Hawai`i Civic Center March 15 and 16
The community is cordially invited to a presentation of the plans of the proposed West Hawai`i Civic Center, a one-stop facility for County services.
Located west from Kealakehe High School along Ane Keohokalole Highway and Kealakehe Parkway, the proposed Civic Center will serve residents by providing a convenient, one-stop facility offering County services, meeting space and government offices, including mayor's representative and County Council offices.
Two initial opportunities will be offered to hear about the proposed West Hawai`i Civic Center:

Hawaii County Centennial Exhibit in Kailua-Kona till March 31
The Countys Centennial Exhibit entitled "100 years of Service to the Community" is open for public viewing at the King Kamehamehas Kona Beach Hotel. The exhibit is located in the main mall area beginning February 14, 2006.
The exhibit commemorates the first 100 years of County government and features the many achievements of our County as a reflection of the diligence and resourcefulness of our employees and residents.
The public is invited to see old photographs, news clippings, and even a copy of the first budget.
The display will be open until March 31 and admission is free of charge.

Housing Dept Offers 2006 Action Plan for Public Comment
The County of Hawaiis Office of Housing and Community Development has developed and published its draft 2006 Action Plan for the U.S. Department of Housing and Urban Developments 2006 CDBG and HOME Programs.
The public will have an opportunity to examine the contents of the draft 2006 Action Plan and to submit comments on it.
Community Development Block Grant (CDBG) Program
The County of Hawai'i anticipates that the Countys total 2006 CDBG allocation will be $2,576,271.17. To meet the Countys five-year Consolidated Plans, Priorities and Objectives, the following projects will be included in the 2006 Action Plan:
Home Investment Partnerships (HOME) Program
The State of Hawai'i is required to submit its 2006 Action Plan to HUD for the 2006 HOME program. It is anticipated that the State will continue to divide the HOME funds among the three Neighbor Island counties.
The County of Hawai'i anticipates it will receive approximately $985,417.00 for 2006 HOME program, $10,756.00 for the American Dream Downpayment Initiative Grant and has received program income of $21,862.21 for a total of $1,018,035.21.
To prepare for the 2006 HOME program, the County requested project proposals and will submit the following projects to the States Housing and Community Development Corporation of Hawai'i (HCDCH) for approval:
Public Comment Period
The proposed 2006 Action Plan will be available for public review and comment from February 21, 2006 to March 22, 2006 at the Hawai'i State Public Libraries in Honokaa, Kamuela, Kohala, Pahala, Kailua-Kona, and Pahoa, and also at the following locations, Monday through Friday, 7:45 a.m. to 4:30 p.m., except on holidays.
Persons, particularly those who are of low and moderate income, are encouraged to submit their comments regarding the activity or activities that are being proposed in their area.
The OHCD will consider any comments and views expressed by citizens on the proposed 2006 Action Plan and may modify the Plan, as it deems appropriate.
Citizens who wish to comment on the proposed plan must submit their comments in writing or fax (961-8685) to the OHCD by March 22, 2006, in order for the Hawai'i County Housing Agency and Hawai'i County Council to consider them in their approval of the final 2006 Action Plan.
The Hawai'i County Housing Agency and Hawai'i County Council will be meeting on April 5, 2006 and April 19, 2006 respectively.
As required by the Housing and Community Development Act of 1974, a Plan to Minimize Displacement and the Countys final Annual Community Assessment Report for its program year 2004 with HUD will also be available for public review at the OHCD, Hawai'i County Services in Kailua-Kona and the libraries listed above.

Environmental Management Commission Seeks Applicants
The Environmental Management Commission has one vacancy to fill, and community-minded residents are encouraged to apply for the vacancy for a commissioner to represent. :
Members of the Environmental Management Commission advise the Department of Environmental Management on waste reduction strategies, recycling, litter control, community involvement, and other issues related to the functions of the department.
Under the Hawaii County Charter, appointments to the commission are made by the Mayor with Council approval. Commissioners serve 5-year staggered terms.
The commission is made up of nine members, each representing one of the nine Council districts.

County Seeks Cost of Government Commission Member for District 8
Hawai`i County is currently recruiting a citizen volunteer to serve as commissioner to represent District 8 (Council member Angel Pilago's district) on the Cost of Government Commission.
The Commission serves for a period of 11 months only, and is empaneled one year after the Mayor is elected into office.
Their mission is to study and investigate present operations within the County of Hawai`i, and make recommendations to the Mayor and Hawai`i County Council on how improvements in County government may be made.

Qualifying Beverage Containers:
Whats IN: Eligible (redeemable) beverage containers include: soft drinks, soda, water, juice, tea and coffee drinks, and low alcohol content drinks (beer, malt beverages, wine coolers, mixed spirits) in metal, glass or #1 plastic, 64 oz. or less.
Whats OUT: Ineligible (unredeemable) containers include: milk, wine and liquor containers.
Reminder: ONLY eligible HI5¢ labeled containers can be redeemed.

Kuakini Highway Construction Update -- Talk Story Sessions Resume
Construction work to widen Kuakini Highway, from Palani Road to Hualalai Road, commenced on November 8, 2004.
Kuakini Highway will be widened to four lanes for automobiles, including two through-lanes in each direction, and a pocket lane for left turns where appropriate. In addition, there will bicycle lanes on both sides throughout most of the project. The construction will last 18-24 months.
One lane will be open at all times from 8:30 a.m. to 3:00 p.m. while construction is in progress. Outside of these hours, one lane in each direction will be open.
The contractor, Hawaiian Dredging, will work with the adjacent businesses and residences to assure that a reasonable access to the businesses and residences will be maintained throughout the construction period. However, motorists traveling in the area should drive with caution.
We are most grateful for the publics patience and apologize for any inconvenience caused.

Solutions Task Force Groups to Meet via Video Conference March 13

Seeking Young Filmmakers to Enter Big Island Youth Video Contest
Big Island youth are invited to participate in the first annual Big Island Youth Video Contest, culminating in the grand prize winners traveling to the set of "LOST" on Oahu. Also, the top 10 winning films will be showcased at the first Big Island Film Festival on May 20, 2006 and will air on Na Leo O Hawaii Community Television, Channel 54.
The contest was the brainchild of Hawaii County Council member Angel Pilago, who spearheaded a committee made up of community members, the Big Island Film Office (part of the County's Department of Research and Development), and Na Leo 'O Hawaii Community Television.
The contest's aims are twofold:
Na Leo O Hawaii will be offering free video training classes to youth participating in the contest.
The theme of this years contest is "Alternative to Drugs". There are two contestant categories: Category I, ages 11-16 and Category II, ages 17-22. The grand prize will be awarded in each category. Each entry will win one of the more than 20 prize donations from the community.
Contestants should produce a 1-7 minute anti-drug video. Prizes will be awarded to the videos that show the greatest amount of originality, creativity, and communicating the anti-drug message.
The videos will be judged by producer/actor & musician Pomai Brown, radio personality Tommy Ching "Kahikina", film producer & director David Cunningham; Big Island Film Commissioner Marilyn Killeri, and Hawaii International Film Festival director of programming Anderson Le.
Submissions are due by April 10, 2006. An entry form must accompany each video entry. Entry forms are available at Na Leo O Hawaii (Kona & Hilo), Big Island schools, Central Pacific Youth Athletic Club (Hilo), Kona Boys (Kealakekua), Rite of Passage (Pahoa) and www.filmbigisland.com/videocontest .
Off-Grid Charter School Completes 1st Phase of Solar Electric Installation
Kua O Ka La Public Charter School, located near Pahoa on the grounds of the ancient Hawaiian fishing village of Pu `ala `a on the easternmost point of the Big Island, has completed the first phase of their solar photovoltaic project.
The public charter school, whose mission is to bring educational opportunities to Native Hawaiian students and families, will be the first off-grid public school in the state of Hawaii to be completely solar-powered. The photovoltaic system converts sunlight into energy to power the school's new computer lab facility.
On February 22, 2006 the community gathered to witness the blessing and naming of the solar-driven computer laboratory. The John Hale Learning Center is named after our departed kupuna John Hale who resided at Pohoiki. John Hale's niece Hana Pau opened the maile lei after the blessing.
Representatives from the County of Hawai`i were present and were acknowledged as the grantor for the solar energy project.
The PV system also provides students with great learning opportunities. "We have partnered with Photon Power, the system designer, to incorporate key aspects of solar energy into the school's curriculum," said the school's principal, Susie Osborne.
The students are responsible for the ongoing maintenance of the system. "They will need to understand the concepts of electricity, the physics of photovoltaics, and the overall system components," Osborne explained.
The students have shown great enthusiasm for the project. They have even formed a solar club which meets after school and will submit an entry into the World Photovoltaics Conference in May 2006.
"We are delighted to be involved in the educational process," said Photon Power president, David Uhlmann. "This school is very unique in its approach to education," he continues, "and seeks to enhance the students' experiences by coupling book learning with hands-on projects."
The goal is to give students exposure to technical writing, applied mathematics, physics, and environmental sciences.
This installation represents the initial installation. "As we secure additional grants, we will continue to invest in the expansion of the school's solar energy system," said principal Osborne.

The County of Hawaii has FREE MULCH at the public pick-up area of the Kailua-Kona (Kealakehe) Transfer Station available 7 days a week from 6:30 am - 6:30 pm. This mulch is being processed by EKO Composting and is a higher-quality product than previously available.
Bring a pitchfork to load your own vehicle or have EKO Composting operators load with a backhoe from 7 am to 4 pm only. No loading fees.
If you want large loads delivered to your property contact a local trucking firm to arrange for delivery of large loads of mulch. Again, no fees are charged to load any sized truck.

Positive Coaching Coordinator from LA at Big Island Meetings April 6
Jeaney Garcia, Los Angeles coordinator for Positive Coaching Alliance (PCA) will offer Big Island government, business, and community leaders suggestions about how to make youth sports better at two meetings in Hilo on Thursday, April 6, 2006.
Big Island basketball official and Pauuilo recreation director Mason Souza will also join Garcia on the PCA platform during the evening talk-story. Souza will share his experiences as a former high school game official, as a coach, and as a parent.
Pick up reservations forms for the luncheon and evening Positive Coaching Alliance program at SportsLine Hawaii, 417 Kalanikoa Street, or at the County Recreation Division office at 799 Piilani Street, Hilo.
Jeaney Garcia has been a certified trainer and the Los Angeles coordinator for PCA for five years.
Garcia served as Director of Physical Education and head coach of girls' cross-country and basketball at The Brentwood School prior to joining PCA. She also served as Athletic Director at Webb Schools in Claremont and head coach for Sport for Understanding/USA basketball, cross-country and track and field teams.
As a local partner to the national organization, PCA Big Island provides live, research-based training workshops and practical tools for coaches, parents and leaders who operate youth sports programs to get them on the same page about what it means to Honor the Game.

Taxation Dept. Expands Hours for Customer Service Phone Calls
The State Department of Taxation is pleased to announce expanded customer service hours for telephone calls during the 2006 tax season. From February 15, 2006 through April 28, 2006, phone lines will be open from 7:00 a.m. to 5:30 p.m., Monday through Friday (excluding State holidays).

Free Tax Preparation Assistance in Kona Sponsored by AARP, IRS
AARP and the IRS are again sponsoring a group of volunteer IRS trained FREE tax preparation assistors in the Kona and Captain Cook areas.
This assistance is offered in four different locations to include a new site, the Mayor's Kona Office Conference Room at Hanama Place. (This site replaces the Lanihau/IRS location.) Sites are open on four different days.
All sites offer electronic filing.
Also, new this year is a counselor who is trained for preparation of military returns.

Recycling Conference in Kona for Hawai`i Island Community May 20
The Hawaii Island Economic Development Board is pleased to host a Recycling Conference to be held on May 20, 2006 at the Maunalani Bay Resort and Bungalows in Kona.

Update on Fiber-Optic Cable Project in Hilo
Motorists are advised there will be no lane diversions or lane closures this week. From Monday, March 6th through Friday, March 10th, Willocks Construction crews will be working along the Wailoa Bridge area but they will be off to the side of the road.
The work will start at 8:30 am and continue until 4:00 pm Monday through Friday, weather permitting.
Motorists are advised to use caution while driving through the work area and to allow for extra travel time.
Contractors estimate the work to be completed by the beginning of April 2006.

Resurfacing Kaiulani Street in Hilo March 2 through March 6
The public is advised that Kaiulani Street (on Reeds Island) in Hilo will be resurfaced on March 2 through March 6, 2006, weather permitting. Work will take place between 8:00 a.m. and 5:00 p.m. daily.
This road will be closed except to local traffic during resurfacing. Local traffic motorists are urged to use caution when driving through this area during the resurfacing period.
The Department of Public Works, Highways Administrative Division asks for your patience and cooperation during the resurfacing work.
