County of Hawai`i Wins Coveted Status as a Tree City USA
The County of Hawai`i is pleased to announce its designation as a 2005 Tree City USA, a national award recognizing our islands tree-care program.
The National Arbor Day Foundation has named the County of Hawai`i a Tree City USA. This program is sponsored in cooperation with the National Association of Foresters and the USDA Forest Service. The County joins Honolulu, Maui and Hickam AFB as a holder of this designation.
The program, begun in 1976, has grown to be the leading community forestry recognition program in the United States.
Our entire Island of Hawai`i community can be proud to have received this honor in recognition of our joint efforts to make trees an important part of our way of life.
To receive a Tree City USA designation, a locality must fulfill four standards:
Trees are a vital component of the infrastructure in our cities and towns, and provide environmental and economical benefits, said John Rosenow, President of the National Arbor Day Foundation. A community and its citizens that recognize these benefits and provide needed care for its trees deserve recognition and thanks.
This year marks the 30th anniversary of the Tree City USA program, Rosenow noted. It is the first year that the County of Hawai`i has received this national recognition.
From its humble beginning in 1976, the program has grown to be the leading community forestry recognition program in the country. Communities like (the County of Hawai`i), who emphasize the important role trees play in the well-being of its citizens, have made this program such a success, Rosenow said in a statement from the National Arbor Day Foundation based in Nebraska City, Nebraska.
Lets look at the four standards that Tree City USA used to award the County of Hawai`i. The following information is courtesy of the National Arbor Day Foundation:
What does a tree board or commission do?
According to the Tree City USA criteria, a tree board or commission is a group of citizen volunteers charged by ordinance with developing and administering a comprehensive tree management program.
Balanced, broad-based community involvement is vital, and such boards or commissions function best if composed of a variety of concerned citizens, including experts such as arborists, horticulturists, nursery operators, botanists, etc.
What is a tree care ordinance?
A tree ordinance establishes a tree board or commission, which is given the responsibility for writing and implementing an annual comprehensive work plan.
The tree ordinance provides an opportunity to formulate good policy and back it with the force of law and enforce it when necessary. Ideally, it will provide guidance for planting, maintaining and removing trees from streets, parks and other public places.
A community forestry program with an annual budget of $2 per capita
To qualify as a Tree City USA, a community must provide evidence that it has established a community forestry program with an annual budget of at least $2 per capita.
Such a program will direct funds to properly care for the communitys tree resources. An annual work plan will include an inventory of trees and will address issues such as species diversity, planting needs, hazardous trees, insect and disease problems and a pattern of tree care such as pruning and watering.
To qualify as a Tree City USA, a community must have an Arbor Day Observance and proclamation.
Arbor Day observances help a community remain mindful of the life-enhancing qualities of trees, and how they contribute to the quality of everyones lives.
The involvement of school children in Arbor Day observances is often a childs first exposure to the practical yet uplifting work of tree planting.
So what are the benefits of being a Tree City USA community?
Every community benefits in different ways from being a Tree City USA. Among the benefits are:
· A framework for action. Working to qualify as a Tree City USA helps focus the community on an annual, systematic management of its tree resources.
· Public image. A communitys public image is a very real phenomenon. Being a Tree City USA is proof that the community cares about its environment, and it indicates a high standard of the quality of life there.
· Civic pride. Gaining and retaining the designation as a Tree City USA is an award to the volunteers, tree workers and others in the community who work for better care of the communitys trees.
· Financial assistance Tree City USA communities may be given preference over other communities when grant monies are awarded for forestry programs. When requests for grants are equally worthy, Tree City USA communities often have the competitive edge because of their proven commitment to the environment.

Volunteers Urgently Needed for Cleanup after Sprinkler Failure at Palace Theater
Theres an urgent call for volunteers to help with the cleanup effort Friday May 26 and over this weekend after a sprinkler system malfunction at Hilos beloved Palace Theater, according to Cheryl Quack Moore, president of the theaters board of directors.
The Hawaii County Fire Department pumped out several thousands of gallons of water that flooded the 80-year-old theater early Thursday, and John Massey and his Kona professional water damage-crew was able to vac-dry and mildew-treat the orchestra section seat cushions, Moore said.
It was a miracle how well their equipment worked -- it has saved us weeks of unbolting and replacing over 100 seats, Moore said. John Massey and his crew have donated some equipment to us to use the next two days.
In the meantime, Moore put out a plea for volunteers to help remove remaining, water-logged items from under stage, so that the final drying process can start.
Volunteers on Thursday rushed to remove the theaters carpet runners, but Moore asked for volunteers to help scrape the 'runner' carpet glue off the floors and other cleanup.
Any appeal for volunteers today & tomorrow will help us-- this is the critical time for removing all water soaked items... It is very important to let the drying begin.
Moore said that the theater was trying to get the sprinkler system repaired on Friday, a tricky operation that involves having someone crawl into a tiny ceiling space to fix the valve. The venerable theaters sprinklers are located some 50 feet from ground level.
Of course, any donations will be gratefully accepted to help pay for the cleanup, Moore said.

Fire Dept Sponsors EMS 5K Family Run/2 Mile Walk on May 28 in Hilo
In celebration of Emergency Medical Services Week, the Fire Department is sponsoring their 6th annual EMS 5K Family Run/2 Mile-Walk/Keiki Fun Run on Sunday, May 28, 2006. The event will take place from 8:30 a.m. at Liliu`okalani Park, and the public is invited to participate.
This year, proceeds from this event will benefit the Hospice of Hilo, an organization that brings care and compassion to many patients and their families.
The 5K Family Run and 2-Mile Walk begins and ends at Liliu`okalani Park in Hilo. The route proceeds from Lihiwai Street to the lighthouse tower at Bayfront Highway, then back along the same route to the park. The 2-mile walk also begins at the park to a shorter turn-around point and back.
Both events will begin at 8:30 a.m. on Sunday, May 28th. For the first time this year, a Keiki Fun Run will be incorporated into the event. It is a ¼ mile non-competitive event for children ages 3 to 10, and will be held within Liliu`okalani Park.
Applications may be obtained at the Spencer Health and Fitness Center, the Fire Administration office located in the County Building, at any district fire station, or by calling 961-8297 during normal business hours.
The entrance fee is $20 for adults and $10 for youth, students & seniors (60+). Deadline to guarantee a shirt is May 22.
Awards will be presented following the completion of the event. All participants will also become eligible to receive random drawing prizes. Spencer Health and Fitness Center is a major corporate sponsor of the event.
The family fun run/walk will also kick off various events and displays that will continue throughout the day. The American Heart Association, Ululani Pharmacy and Keiki ID will provide their services to the public.
The Hospice of Hilo volunteers and staff will also be on hand to assist with the event as well as to provide information about the hospice program of care. For more information on the organization, please call Ron Hart at 969-1733.
EMS Week, which is celebrated nationwide, will bring together communities and medical personnel to publicize safety, and honor the dedication of those who provide the day-to-day lifesaving services of the medical front line. This years theme, EMS: Serving on Health Cares Front Line underscores the commitment and dedication of the 750,000 EMS technicians who provide an essential community service every day.
The Emergency Medical Services Week coordinators are Fire Equipment Operator /Mobile Intensive Care Technician Lance Uchida (Central Fire Station, telephone 961-8325) and Fire Captain Jerry Lum (Waiakea Fire Station, telephone 961-8678). The fun run/walk race director is Firefighter/Mobile Intensive Care Technician Jesse Ebersole (Central Fire Station, telephone 961-8325).
The County of Hawaiis Emergency Medical Services Division, a State-funded program, provides 24-hour quality pre-hospital emergency medical care and services to the residents and visitors on Hawaii. Temporary Water Shut-Off Along Ali`I Drive June 1
The Department of Water Supply wishes to inform the public that water will be temporarily turned off in the following area : Along Alii Drive from Royal Poinciana Street (Alii Kai Subdivision) to Alohi Kai Subdivision in North Kona to make a waterline connection for the Sveivin Planned Urban Development.
When: Thursday, June 1, 2006 from 8:30 a.m. to 12:30 p.m.
Upon resumption of water service, the waterlines will be flushed and cleaned during which time you may notice turbid and/or discolored water. You may also notice trapped air in your plumbing which will be released as you initially use water.

Household Hazardous Waste Collections in Hilo and Kona
The biennial household hazardous waste collection drives for Hilo and Kona are scheduled as follows:
Saturday June 3: in Hilo at the Hilo Transfer Station
Saturday June 10: in Kona at the Kailua-Kona (Kealakehe) Transfer Station.
Hours of collection are from 7:30 am - 2:30 pm.
Residents can drop off used motor oil, all types of batteries, corrosives, mercury thermometers, paints and stains, garden supplies, poisons, outdated or unused medications (no controlled substances, please) and miscellaneous household products.
Not accepted are: industrial waste, explosives, biological or infectious waste, fire extinguishers, detergents and non-hazardous materials.

Presentation on Proposed West Hawai`i Civic Center for Kona on June 6 and 7
The community is cordially invited to a presentation regarding the proposed West Hawaii Civic Center for Kona.

Environmental Management Commission Seeks Applicants for District 2
The Environmental Management Commission has a vacancy for a commissioner to represent District 2 in Hilo (Council member Donald Ikeda's district).
Community-minded residents are encouraged to apply for this vacancy.
Members of the Environmental Management Commission advise the Department of Environmental Management on waste reduction strategies, recycling, litter control, community involvement, and other issues related to the functions of the department.
Under the Hawaii County Charter, appointments to the commission are made by the Mayor with Council approval. Commissioners serve 5-year staggered terms.
The commission is made up of nine members, each representing one of the nine Council districts.

County Seeks Cost of Government Commission Member for District 8
Hawai`i County is currently recruiting a citizen volunteer to serve as commissioner to represent District 8 (Council member Angel Pilago's district) on the Cost of Government Commission.
The Commission serves for a period of 11 months only, and is empaneled one year after the Mayor is elected into office.
Their mission is to study and investigate present operations within the County of Hawai`i, and make recommendations to the Mayor and Hawai`i County Council on how improvements in County government may be made.

Honoka`a HI5¢ Redemption Center Opens May 27 at Honoka`a Transfer Station
Residents of the Honoka`a area can now recycle and redeem their HI5¢ labeled beverage containers at the new Arc of Hilo HI5 Redemption Center opening Saturday, May 27th, at the Honoka`a Transfer Station. The center will be open every Saturday and Sunday from 8:00 am-4:30 pm, with a half-hour (30 minutes) closure between 1:00 pm-1:30 pm for lunch.
To celebrate this new HI5 redemption facility, the first 50 patrons will receive a free reusable shopping bag.
Opportunities for recycling non-HI5¢ glass and plastic as well as paper fibers will also be available at the site. For more information, call County of Hawaii Recycling Specialists at 961-8527 or 961-8549.

The following is a primer on the State of Hawai`i's beverage container redemption program works, and the location of the County of Hawaiis beverage container redemption sites:
Qualifying Beverage Containers:
Whats IN: Eligible (redeemable) beverage containers include: soft drinks, soda, water, juice, tea and coffee drinks, and low alcohol content drinks (beer, malt beverages, wine coolers, mixed spirits) in metal, glass or #1 plastic, 64 oz. or less.
Whats OUT: Ineligible (unredeemable) containers include: milk, wine and liquor containers.
Reminder: ONLY eligible HI5¢ labeled containers can be redeemed.
Qualified beverage containers may be redeemed for cash at the following locations:

Certified redemption centers are now accepting flattened aluminum and plastic HI5¢ beverage containers.
Flattened containers are weighed at redemption sites to determine deposit payment. The public is reminded that reverse vending machines will not accept flattened or crushed containers.

HI5¢ Recyclers Can Donate Redemption Money to Hawai`i Island United Way
The HI5 legislation, also known as the bottle bill began on January 1, 2005. It is working in many ways big and small. Heres an example.
From May, 2006 conscientious recyclers can feel twice as good about keeping beverage containers out of the landfill, by taking advantage of a new fundraising program that directs the redemption money to the Hawaii Island United Way.
Through an agreement between Hawaii Island United Way and The Arc of Hilo, which operates nine out of 11 HI-5 redemption centers on the Big Island, residents can now direct their nickel-per-container proceeds to Hawaii Island United Way.
Every nickel counts, and we are thrilled that The Arc of Hilo has generously agreed to direct HI-5 funds to us from people who want to support the programs and partner agencies of HIUW, said Darla DeVille, president and CPO of the island-wide charitable agency.
The Arc of Hilo Redemption Centers located at the transfer stations in Hilo, Keaau, Waimea, and Kealakehe are open Monday, Wednesday, Friday and weekends from 8am-4:30pm. Additional sites are open weekends only at the Pahoa, Waiohinu, Puako, Hawi and Keauhou transfer stations.
When dropping off your HI-5 containers, please state that you would like the nickels to benefit Hawaii Island United Way. The Arc of Hilo will issue a check to Hawaii Island United Way once a month.
The Arc of Hilo is a non-profit organization that improves the quality of life for Big Island residents with developmental and other disabilities by providing recreational, vocational and skill training, as well as employment and residential opportunities.
Funds contributed to HIUW help to achieve its mission, which is to unite people, organizations, and resources to build a healthier community. Funds are directed to 39 programs of 30 partner agenciesincluding The Arc of Hilo--as well as to donor-choice agencies.

Kuakini Highway Construction Update
Construction work to widen Kuakini Highway, from Palani Road to Hualalai Road, commenced on November 8, 2004.
Kuakini Highway will be widened to four lanes for automobiles, including two through-lanes in each direction, and a pocket lane for left turns where appropriate. In addition, there will bicycle lanes on both sides throughout most of the project. The construction will last 18-24 months.
One lane will be open at all times from 8:30 a.m. to 3:00 p.m. while construction is in progress. Outside of these hours, one lane in each direction will be open.
The contractor, Hawaiian Dredging, will work with the adjacent businesses and residences to assure that a reasonable access to the businesses and residences will be maintained throughout the construction period. However, motorists traveling in the area should drive with caution.

Meeting on Proposed Sewer Improvements Makai of Mamalahoa Hwy June 6
WHEN: Tuesday, June 6, 2006, 6:008 p.m.
WHERE: Kealakehe High School Cafeteria
The County of Hawaii Department of Environmental Management has engaged the Planning/Engineering firm of SSFM International to address future sewer improvements necessary to serve projected development in the North Kona Region of the Island of Hawai`i.
Sewer improvements are proposed for areas makai of Mamalahoa Highway within the Kohanaiki, Kaloko, Honokohau, and (portion of) Kealakehe land divisions. Sewer improvements are to be implemented via an Improvement District for North Kona per Hawaii County Council Resolution No. 129-03.
The purpose of this meeting is to introduce the project and solicit public input and comments. The draft Sewer Master Plan Report will be available after June 1, 2006 for viewing at the Kailua-Kona Public Library as well as on the County of Hawaiis website, www.co.hawaii.hi.us under Department of Environmental Management, Technical Services Section.

Lifelong Learning Institute holds Akamai Elders series of courses in Honoka`a
The Osher Lifelong Learning Institute and the Office of Agings community group Hamakua Partners in Eldercare are presenting the Akamai Elders series this June in Honoka`a at the Old Honoka`a Hospital site.
The series at the North Hawai`i Education and Research Center (NHERC) will be on five consecutive Thursdays in June:

Free Showing of Documentary about WWII Filipino Infantry Regiments May 28
The public is invited to a free showing of the documentary "An Untold Triumph," portraying the important role played during World War II by Filipino Infantry regiments. "An Untold Triumph" will be shown Sunday, Memorial Day, May 28, 2006 at 1:00 PM at the Aloha Theatre & Aloha Angel Café in Kainaliu, eight miles south of Kailua-Kona on Hwy 11.
A reception starts 12:30 PM in the lobby. Admission is FREE.
"An Untold Triumph," is an award-winning 85-minute documentary about the 1st & 2nd Filipino Infantry Regiments, who served in the U.S. Army during World War II under the command of General Douglas MacArthur. Their stories of covert operations in New Guinea and the Philippines are captured in this film.
Of the 7,000 Filipinos who volunteered, 300 were from Hawaii and only 100 are still living. Of the surviving regiment members, 25 are Big Islanders, according to documentary sponsor Carol Brown.
Domingo Los Banos, a retired Hawaii school superintendent and veteran of the 1st regiment was the driving force behind production of this documentary. With assistance from former UH ethnic studies Professor Linda Revilla, and filmmakers Stephanie Castillo and Noel "Sonny" Izon of Washington, D.C., the documentary won several awards:
Among the awards it received the 2003 Telly Awards Silver Prize and the 2000 Audience Award at the Hawaii International Film Festival. It also got a special screening at the Smithsonian Institution.

College Transfer Workshops to be presented in Kona by UH West Oahu
Two informational workshops for West Hawaii residents on Distance Learning Programs offered by UH West Oahu in partnership with UH Center, West Hawaii will be held on June 8, 2006 in Kona at the King Kamehamehas Kona Beach Hotel.

High Quality Mulch at Kealakehe Transfer Station
The County of Hawaii has FREE MULCH at the public pick-up area of the Kailua-Kona (Kealakehe) Transfer Station available 7 days a week from 6:30 am - 6:30 pm. This mulch is being processed by EKO Composting and is a higher-quality product than previously available.
Bring a pitchfork to load your own vehicle or have EKO Composting operators load with a backhoe from 7 am to 4 pm only. No loading fees.
If you want large loads delivered to your property contact a local trucking firm to arrange for delivery of large loads of mulch. Again, no fees are charged to load any sized truck.
