To Get your Economic Stimulus Payment (Tax Rebate), You Must File with IRS

The following information was provided by the website of the Internal Revenue Service, in hopes of getting the word out to the community about the importance of filing with the IRS this year to ensure you get your economic stimulus check.

 

The IRS is encouraging various partners and stakeholders such as charities, churches and governmental organizations to assist in efforts to reach out to those Americans who may be eligible for the 2008 economic stimulus payment but who normally have no requirement to file a tax return.

 

The tax rebates that the Internal Revenue Service will be sending out are aimed at stimulating the economy; therefore they call them economic stimulus payments.

 

Most people will automatically get their tax rebate when they file their 2007 tax returns.  The IRS will use the return to determine eligibility and figure the payment amount.  In most cases, you’ll get an amount equal to your tax liability on the return, up to $600 for individuals ($1,200 for taxpayers who file a joint return).  You may get more if you have qualifying children.

 

However, people who normally don’t need to file a tax return will have to take a special step this year to get an economic stimulus payment of up to $300 ($600 on a joint return). 

 

Here’s what you do.  See if you had at least $3,000 from any combination of these income sources: wages, self-employment or certain Social Security or Railroad Retirement benefits or from Veterans Disability Compensation, pension or survivors’ benefits from the Department of Veterans Affairs.  If you did, then fill out a few simple lines on a Form 1040A and Form 1040 to qualify for your payment.  IRS.gov takes you through the steps.

 

When will the payments get sent?

 

The IRS will send out the payments beginning in early May.

COUNTY BULLETIN BOARD

Kalapana Safe Viewing Program Has Daily Telephone Hotline Updates

Hawai`i County Civil Defense has set up a new telephone hotline to provide daily updates on viewing at the Kalapana Safe Viewing site.

 

The lava hotline phone number is 961-8093, which lets you know the lava viewing hours for the day ahead.  The lava hotline automated message is updated every day at 10 a.m.

 

The Kalapana Safe Viewing program at the volcanic eruption site is a wonderful natural attraction, and the County Civil Defense Agency wants all visitors to enjoy the experience in safety and comfort.

 

With that in mind, we encourage visitors to prepare not only for sunny days at the lava viewing sight but also for rain.  Please note that there are no shelters at the site in case of rain.

 

For your comfort and convenience, please prepare for rain keeping in mind any trip hazard:

·        An umbrella and/or

·        Windbreaker or raincoat

 

Visitors are also strongly advised to take the following gear for both safety and comfort:

·        Bottled water (2-3 quarts or liters per person)

·        Sturdy closed boots or shoes and socks

·        Flashlight (1 per person) and fresh batteries

·        Long pants

·        Sun hat and sunscreen

·        Binoculars (optional)

 

Visitors are allowed entry to the viewing area every day from 2 p.m., with the last vehicles admitted at 8:00 p.m. This will allow officials to ensure that everybody is out of the area by 10 p.m. The viewing area is closed between 10 pm and 2 pm.  This schedule is subject to change; hazardous conditions may require changes to the schedule or closure.

 

Visitors are reminded to obey all the warning signs and stay within the allowed areas to ensure their safety. The newly formed lava and black sand beach are extremely unstable, and can collapse into the ocean at any time. Visitors must stay well away from the volcanic steam clouds which contain hydrochloric acid and glass particles.

 

Please note:  There is no cell phone coverage in the viewing area.

 

We ask that visitors show the greatest courtesy and respect to the local residents and property owners. Please remember never to go off the road or trail, and please dispose of all trash in the garbage cans provided. Guide/interpreters will be on hand in the viewing area to provide information and assistance.  For more information, please call Civil Defense at 935-0031.

County Bicycle and Pedestrian Advisory Committee 2007 Annual Report Online

The Hawai`i County Bicycle and Pedestrian Advisory Committee invites the public to read its 2007 Annual Report to the Mayor, which is now available online.

 

The 11-page report describes top projects that the Committee considers necessary to create and bike and walk friendly Hawai`i Island.

Tsunami Education, Preparation and Recovery Project for Downtown Hilo

The following information was provided by Christian Kay, planner with the County Planning Department.

 

Ten Important Facts about Tsunamis

 

1.      In the last century Hilo has been hit by five tsunamis, four Pacific-wide and one locally-generated.

2.      Tsunamis have killed more people in the state of Hawai`i than all other natural disasters combined.

3.      Tsunamis can be generated by earthquakes, landslides and volcanic eruptions.

4.      The natural warning signs of a tsunami are an earthquake, water receding (or an exposed sea floor or reef), water surging inland or quickly rising above normal sea level, a strange sound out to sea or extremely unusual behavior of animals.  If you experience any of these, move to high ground immediately.

5.      A tsunami may come ashore as a series of waves; the first wave may not be the largest.

6.      Tsunamis can travel across oceans at 450 miles an hour.

7.      A tsunami generated in Chile can arrive here in 13 hours; a tsunami from Alaska can arrive here in 5 hours.  A tsunami generated just off our coast can arrive in minutes.

8.      Tsunami sirens are tested on the first working day of each month in Hawai`i.  When you hear sirens you should always turn on your radio, even if you think it is a test.

9.      Locally-generated tsunamis have little or no warning.  There most likely will not be time to sound the sirens.  If you feel an earthquake, move to high ground.

10. Tsunamis can occur at anytime day or night.  There is no tsunami season.

 

Tsunami education is vital for our entire community.  Take care of yourself – take care of others.

The Pacific Tsunami Museum, in partnership with the County of Hawai‘i Planning Department announces the launch of a Tsunami Education, Preparation and Recovery Project for Downtown Hilo.

 

This project was designed to give a voice to the Downtown Hilo community on tsunami awareness and preparedness. We will do this through a series of small ‘talk story’ sessions where participants will form “think tanks” to voice concerns about tsunami preparedness and recovery. These sessions will help us tailor our education efforts to community needs. We plan on holding several one hour ‘talk story’ sessions throughout February, March and April. In addition, we will be providing tsunami awareness materials, refreshments, and hold a drawing for a tsunami disaster preparedness kit at each session.

At the same time, the Pacific Tsunami Museum will be conducting surveys in the downtown area to gauge public awareness of tsunami hazards. The survey team will also be surveying downtown residents so please look for us starting in early March.

 

The culmination of these ‘talk story’ sessions will be an all-day Tsunami Safe Disaster Fair on Saturday, April 19, 2008 at Connections Public Charter School (Kress building).

County Public Works Holds Meetings to Discuss Hamakua Road Projects

The County Department of Public Works will hold public meetings in Hamakua to discuss the paving of Ochiro and Papa‘aloa roads and the safety of Old Laupahoehoe Road.

 

Public Works Director Bruce McClure will discuss plans to pave Ochiro and Papa‘aloa roads at 7 p.m. on Thursday, March 20, at the Laupahoehoe School cafeteria.

 

A second meeting will be at 7:00 p.m., on Friday, April 25, at the Laupahoehoe School cafeteria to discuss the safety of Old Laupahoehoe Road for pedestrian use.

 

Ochiro and Papa‘aloa roads are “roads in limbo” that the County Highways Division has proposed be repaired or resurfaced, based on whether the road is currently accessible by emergency vehicles.  Roads in limbo were built or planned by the State or the Territorial government.  They are either existing or paper roads and are typically referred to as “government roads” or “homestead roads.”

 

Old Laupahoehoe Road has been closed for over ten years.  The October 2006 earthquakes caused extensive landslides covering major portions of the one-mile stretch.  Debris was cleared, allowing the County to assess whether the road is stable enough to reopen to pedestrian access.  Originally a road for vehicle traffic, Old Laupahoehoe Road has been an "unofficial scenic trail" for pedestrians in recent years.

 

The cleanup cost was $172,000, of which FEMA paid 75% and the County paid 25%.  This project is one of many earthquake repair projects undertaken by the County and partially funded by FEMA.

County Meetings on Family Self-Sufficiency and Homeownership

The County of Hawaii – Office of Housing and Community Development will be holding informational meetings on the Family Self-Sufficiency (FSS) Program and Homeownership Option Program (HOP).

 

The FSS program is a voluntary, employment-based program which helps Section 8 families obtain the skills they need to achieve financial independence. 

 

Support is offered to participating families through local agencies, case management, education, job training, newsletters, workshops, support meetings and other appropriate services.

 

A key benefit is that an escrow savings account may be established for the family.

 

The HOP allows first-time homeowners to use their Section 8 rental subsidy to meet their monthly homeownership expenses.  Participants must meet certain eligibility requirements.

Hawai`i County Offers Property Tax Relief for Flood Victims

Property owners with damages caused by the recent floods in November and December of 2007 and February of 2008 should contact the County’s Real Property Tax Division to apply for real property tax relief.

 

Who is eligible?  Property owners with damage to their homes or other buildings or whose land was severely damaged by the recent floods can apply for relief.  However, taxpayers currently paying the minimum tax ($100) are not eligible.

 

What kind of damages do not qualify for a tax reduction?  Damage to items that are not now taxed, such as retaining walls, fences, landscaping and driveways does not qualify.  Also, land that is not severely damaged will not be eligible.

 

How to apply:  Application forms are available on the Real Property Tax Division website at www.hawaiipropertytax.com  or at property tax offices in Hilo and Kailua-Kona.  Although it is not required, applicants may submit documentation of damages with their applications.  This can include photographs, contractor’s quotations, or appraisals.

 

What is the deadline to apply?  The deadline to apply is June 30, 2008.

 

What happens to an application?  When an application is received, property tax appraisers will visit the property to determine the extent of damages to the home and/or land.  A tax adjustment for the period will then be prepared.  The amount of the adjustment will be based on the reduced value from the date of the flood damage to the end of the tax year, which is June 30, 2008.

County TV Show Airs in New Time Slot on Tuesdays from March 4

The weekly County of Hawai`i public affairs television show “What’s Up in the County?” will move to a new time slot on Tuesdays, beginning March 4.  The new Tuesday time slot on cable access Channel 52 will be 6:00 pm.

 

The 30-minute program will continue to air as a rebroadcast on Thursdays at its usual time slot of 8:00 pm.

 

The new Tuesday time slot has been arranged to make room for the County Council’s televised committee meetings followed by County Council meetings, which will air from 6:30 pm Tuesdays.

Community Dev. Block Grant/Home Investment Partnerships Action Plan Available For Public Comment

The County of Hawai`i’s Office of Housing and Community Development (OHCD) has developed and published its draft 2008 Action Plan for the U.S. Department of Housing and Urban Development’s 2008 CDBG and HOME Programs and is providing affected citizens an opportunity to examine its contents and to submit comments on the draft 2008 Action Plan.

 

The Action Plan is available for review and public comment by March 28, 2008.

 

Community Development Block Grant Program

The County of Hawai`i anticipates that the County’s total 2008 CDBG allocation is $2,386,152.00.  The County also anticipates receiving $60,000 of additional program income from the Residential Emergency Repair Program for a total of $2,446,152.00 of CDBG monies.  To meet the County’s five (5) year Consolidated Plan’s, Priorities and Objectives, the following projects will be included in the 2008 Action Plan, Removal of Architectural Barriers – Various County Facilities $1,041,152.00, Residential Emergency Repair Program $400,000.00, West Hawaii Domestic Abuse Shelter – Emergency Repairs $185,000.00, Hospice of Hilo in-Patient Facility – Site Improvements $500,000.00, and Administration, Planning and Fair Housing $320,000.00.

 

Home Investment Partnerships Program

The State of Hawai`i is required to submit its 2008 Action Plan to HUD for the 2008 HOME program.  It is anticipated that the State will continue to divide the HOME funds among the three neighbor island counties.  The County of Hawai`i anticipates it will receive approximately $1,000,000.00 for 2008 HOME program and $4,345.00 for the American Dream Downpayment Initiative Grant.  The County also anticipates receiving approximately $25,000 of additional program income for a total of $1,029,345.00.

 

To prepare for the 2008 HOME program, the County requested project proposals and will submit the following projects to the State’s Hawai`i Housing Finance and Development Corporation (HHFDC) for approval – Kumakua Mutual Self-Help, Phase 2 $200,000.00, Tenant Based Rental Assistance $715,000.00, American Dream Downpayment Iniative $29,345.00 and Administration, Planning and Fair Housing $85,000.00.

 

Public Comment Period

The proposed 2008 Action Plan will be available for public review and comment from February 27, 2008 to March 27, 2008 at the Hawai`i State Public Libraries in Honoka’a, Kamuela, Kohala, Pahala, Kailua-Kona, and Pahoa, and also at the following locations, Monday through Friday, 7:45 a.m. to 4:30 p.m., except on holidays.

The OHCD will consider any comments and views expressed by citizens on the proposed 2008 Action Plan and may modify the Plan, if it deems appropriate.

 

Citizens who wish to comment on the proposed plan must submit their comments in writing or fax (808/961-8685) to the OHCD by March 27, 2008, in order for the Hawai`i County Housing Agency and Hawai`i County Council to consider them in their approval of the final 2008 Action Plan.  The Hawai`i County Housing Agency and Hawai`i County Council will be meeting on April 8, 2008 and April 22, 2008 respectively.

 

As required by the Housing and Community Development Act of 1974, a Plan to Minimize Displacement and the County’s final Annual Community Assessment Report for its program year 2006 with HUD will also be available for public review at the OHCD, Hawai`i County Services in Kailua-Kona and the libraries listed above.

County Plan for 2008-09 for Existing Housing – Housing Choice Voucher Program

The Office of Housing and Community Development administers the Housing Choice Voucher (Section 8) Program for the County of Hawai’i through the Existing Housing Division.  The County of Hawai’i has published its proposed Public Housing Agency (PHA) Plan for the U.S. Department of Housing and Urban Developments’ (HUD) 2005-2009 Section 8 Program.  The County is providing affected citizens an opportunity to examine the PHA Plan contents and to submit comments in writing or in person at public hearings on:

The purpose of the County’s Public Housing Agency Plan is to describe the mission of the County’s Section 8 housing plans and the agency’s long range goals and objectives for achieving its mission over the subsequent 5 years.  The Annual Plan provides details about the agency’s immediate operations, program participants, programs and services and strategy for handling operational concerns, participant concerns, programs and services for the upcoming fiscal year.

 

The Public Housing Agency Plan is in the form of a template issued by HUD in July 2006.  A PHA is required to place an “X” in areas of participation.  The template is designed for use by any PHA, including those administering public housing projects.  The Existing Housing Division administers Section 8 Vouchers and Certificates for eligible participants and is, therefore, not required to fill out the sections of the PHA Plan template which address public housing project issues.

 

Public Comment Period

The proposed 2005-2009 and the 2008 PHA Plan will be available for public review and comment from February 10, 2008, to March 28, 2008, at the Hawai’i State Public Libraries in Honoka’a, Kamuela, Kohala, Pahala, Pahoa, Kailua-Kona and Hilo during normal business hours.  It will also be available at the University of Hawaii-Hilo’s Mo`okini Library during normal business hours.  In addition, the proposed PHA Plan will be available at the following locations, Monday through Friday, 7:45 a.m. to 4:30 p.m. except holidays:

Talk Story Meetings on Queen Ka`ahumanu Hwy Project - Update

Queen Kaahumanu Highway Widening, Phase 1

Henry Street to Kealakehe Parkway FAP No. 019-1(20)

 

Phase 1 of the Queen Kaahumanu Highway Widening enlarges the existing two-lane highway to four-lanes with a median divider from Henry Street to Kealakehe Parkway.  The widened highway will alleviate traffic congestion and improve traffic safety and circulation through Kona.  The project started July 2005 and is planned for December 2008 completion.

 

Paving from Palani Road to Makala Boulevard on the out-bound two lanes will continue on Monday, March 24.  Motorists should expect lane detours during this week while Makala Boulevard intersection is paved.

 

Lane detours and closures will occur at the Palani Road and Kaiwi Road intersections on Sunday, April 6, for water line connections.

 

Representatives from the contractor, Hawaiian Dredging, the State Department of Transportation and the County of Hawai`i will be available at the meetings.  Everyone is welcome at these informal "talk story" sessions.

Water Conservation Notice in Hakalau, Wailea Areas

Due to repairs of the Hakalau Iki Spring Source, the Department of Water Supply urges consumers entire Hakalau and Wailea Areas of South Hilo to conserve water while the repairs are being made.  Water Conservation Notice is a voluntary action to reduce water usage by 10%.

 

For customers in the affected area of the Water Conservation Notice, a list of ways to reach the 10% reduction goal is provided: 

 

·        Wash full loads of laundry only.

·        Wash full loads of dishes only.

·        Serve drinking water only when requested.

·        Do not let the faucet run unnecessarily.

·        When bathing, use water only to wet and rinse off.

·        Do not fill up the bathtub.

·        Use a glass to rinse when brushing your teeth.

·        Do not flush toilets unnecessarily.

·        Stop lawn sprinkling.

·        Stop car and boat washing.

·        Stop dust control watering.

·        Use drinking water wisely.

 

Agricultural users shall irrigate only at night from 8:00 p.m. to 6:00 a.m.  This measure will reduce water loss due to evaporation and minimize water system drain during peak demand.

Down Payment Assistance Loans Available to First-Time Home Buyers

The American Dream Down Payment Initiative (ADDI) Program is a deferred mortgage loan to low-income first-time home buyers on the Island of Hawai`i.

 

The program helps first-time home buyers with down payment assistance to purchase an existing dwelling unit to be used as their primary residence.  The minimum loan amount is $1,000 and the maximum may not exceed the greater of 6% of the purchase price of a single-family housing unit or $10,000.

 

All loans have a 0% interest rate and payments are deferred for 15 years.  The borrower will not be required to repay the ADDI loan if he/she remains as owner occupant for the Affordability Period of 15 years.

 

Leasehold property is not eligible.

County Seeks Applicants to Solid Waste Advisory Committee

The Solid Waste Division of the Department of Environmental Management for the County of Hawai`i is updating the Integrated Solid Waste Management Plan (ISWMP).  Prior to preparing a plan, the county is required by HRS §342G-22, to form a Solid Waste Advisory Committee, appointed by the Mayor.

 

The Solid Waste Advisory Committee may be composed of representatives from citizen organizations, industry, the private solid waste industry operating within the County, the private recycling or scrap material processing industry operating within the County, the County coordinator, and any other persons deemed appropriate by the Mayor.  The SWAC shall review the plan during its preparation, make suggestions, and propose any changes it believes are appropriate. 

 

It is currently planned for the SWAC to meet with the consultants monthly, with meeting scheduled to coincide either the day before or the day after the County Council Committee meets, to minimize consultants travel time and county expenses.

 

Updating the Integrated Solid Waste Management Plan is estimated to take around 18 months.  The County’s consultants are recommending that the Solid Waste Advisory Committee should consist of 15-20 people representing County stakeholders.

County Seeks Applicants for Public Access, Salary Commission Vacancies

The County of Hawai`i is seeking civic-minded applicants to fill vacancies on County commissions.  Citizens have the opportunity to serve on important boards and commissions that make decisions which affect the quality of life on our island, and determine the future for generations to come.

 

The following commissions currently have vacancies:

·        Public Access, Open Space and Natural Resources Preservation Commission: Vacancies in District 1 (represented by Council member Dominic Yagong) and District 3 vacancy (represented by Council member J Yoshimoto)

·        Salary Commission:  Vacancies in District 4 (represented by Council member Stacy Higa), District 5 (represented by Council member Emily Naeole), District 6 (represented by Council member Bob Jacobson).

 

The Public Access, Open Space and Natural Resources Preservation Commission, commonly known as the “Open Space Commission,” is charged with developing and maintaining a prioritized list of qualifying lands within the County worthy of preservation, and to make annual recommendations to the Mayor and County Council regarding those properties.  This commission includes nine members appointed by the mayor and confirmed by the Council.

 

The Salary Commission reviews and compensates all County elected officials and appointed directors and deputy directors so that their total salaries and benefits have a reasonable relationship to compensation in the public and private sectors.  The Salary Commission consults with those boards and commissions which have appointing authority for department heads.

 

Volunteering for commissions normally takes no more than one day a month, and a few hours a month in preparation time.  You will have the satisfaction of knowing you have served your community and played a part in shaping the future of our island.

County Accepting Applications for Elderly Housing in Pepe`ekeo

The County of Hawaii, Office of Housing and Community (OHCD) is currently accepting applications for one-bedroom units located at the Kula`imano Elderly Housing Project in Pepe`ekeo. 

 

Occupancy cannot exceed 2 persons per unit.  Eligible applicants must be 62 years of age or older and meet income requirements.  The tenant’s share of rent is based on gross income of the household.

 

Gross annual income by household size cannot exceed:

·        1-person household              $ 21,800

·        2-person household              $ 24,900

Hisaoka Gym Repairs Update

The Ikuo Hisaoka Gymnasium, a County Parks and Recreation facility in Kamehameha Park in Kapa`au, North Kohala, sustained major structural damage during the October 15, 2006 earthquake.

 

Extent of the damage

 

The connections where several of the building’s concrete columns join the steel roof framing were compromised by a loss of concrete around the anchor bolts connecting the two components. 

 

The earthquake also damaged much of the suspended ceiling and many of the facility’s light fixtures.  Other damage included broken plumbing fixtures, cracking of walls and broken tiles.

 

Where are we now on the Hisaoka Gym repair project?

Here are the most recent and upcoming developments, according to the Department of Parks and Recreation:

 

The County Department of Parks and Recreation announces that Phase 1 of the repairs to Ikuo Hisaoka Gymnasium at Kamehameha Park in Kapa‘au has been contracted to Constructors Hawaii, Inc.  Repairs are expected to begin in mid-March, 2008.

 

The gym will remain closed during this phase of the repairs, which are expected to take 60 days and are scheduled to be completed in mid-May.

 

This is the first of two phases of repairs.  Phase 1 will consist of removing debris from the October 2006 earthquake, clearing out the remaining ceiling tiles and light fixtures, and ensuring that the bleacher system is functioning properly.  The major structural cracks and truss connections between the walls and columns in the gym as well as the kitchen and meeting rooms will be repaired.  Phase 1 will restore the building to a safe condition so that further architectural and electrical work can occur during Phase 2.

 

Phase 1 is estimated to cost $351,000.

 

In the meantime, the small but serviceable gym in Hawi is available for public use.

What’s IN:  Eligible (redeemable) beverage containers include:  soft drinks, soda, water, juice, tea and coffee drinks, and low alcohol content drinks (beer, malt beverages, wine coolers, mixed spirits) in metal, glass or #1&#2 plastic, 64 oz. or less.

 

What’s OUT:  Ineligible (unredeemable) containers include:  milk, wine and liquor containers.

Ha’a Koa Conference on Prince Kuhio Day, Wednesday, March 26 in Hilo

The Ha’a Koa is a contemporary response to a perceived need for a strong formal kane protocol that may be utilized by today’s Hawaiian community.  Reflecting traditional practices found in the lua (Hawaiian martial art), ‘ai ha’a (ancient dance) and hula (dance/chant), the Ha’a Koa may include the use of musical instruments such as the ipu and pahu (percussion instruments) as well as mea kaua (war implements).

 

The essence of the Ha’a Koa celebrates Hawaii’s proud warrior heritage and the virtues of strength, courage, loyalty, and dignity.  In application, it is intended to unify and empower a hui, honor an esteemed guest, or challenge an opponent in an athletic setting.

 

A small group of recognized and respected cultural practitioners including olohe lua, kumu hula, navigators, and kupuna have been invited to share their mana’o on various aspects related to the Ha’a Koa.  A portion of the conference will also be dedicated to the teaching and learning of a traditional ha’a (Ku’i Moloka’i). 

 

Presented by the Royal Order of Kamehameha I, Mamala Hoa, the Conference will take place on March 26, 2008 (Prince Kuhio Day) from 8:00 am to 4:00 pm at the University of Hawai‘i at Hilo, UCB Conference Room.

DLNR Holds Public Meeting on Miloli`i Subsistence Fishing Area Sunday, Mar 30

The Department of Land and Natural Resources (DLNR) invites the public to an informational meeting on Sunday, March 30 at 1 p.m., to discuss the proposed establishment of a community-based subsistence fishing area at Miloli‘i, West Hawai‘i.  The meeting will take place at the halau at Miloli‘i Beach Park.

 

In 2005, acting on a request of Miloli‘i residents, the state passed Act 232 which directed DLNR to develop proposed rules to ensure sustainable stocks of fish and good catch of nearshore fish to preserve the traditional Hawaiian lifestyle of the Miloli‘i community.

 

Miloli‘i is one of the last predominantly traditional Hawaiian fishing villages, many of whose residents rely on the catch of nearshore fish for their subsistence and other traditional needs.

 

“The Department has been working with Miloli‘i residents and we are now seeking comments from others in the community and interested parties, on draft rules to manage fishing and other commercial activities in the area,” said Laura H. Thielen, DLNR chairperson. “Input from the community and other users is important to finding the best solution for managing various ocean resources,” said Thielen.

 

DLNR Division of Aquatic Resources staff will be present to lead the discussion at the meeting. Topics will include: the use of nets, spearing, fishing for opelu, thrill craft operations, commercial ocean activities, and the possible creation of ocean use subzones.

 

All interested persons are urged to attend the public meeting to present relevant information and individual opinion for the DLNR to consider.  

 

Anyone who is unable to attend or who wants to provide additional comments may mail written comments by Monday, April 14, 2008 to the Division of Aquatic Resources (DAR), 1151 Punchbowl Street, Room 330, Honolulu, Hawai‘i 96813.

3rd annual He Launa Aloha No Ka Mo‘i Kalakaua to be Held in Hilo April 5

The 3rd annual He Launa Aloha No Ka Mo‘i Kalakaua, a gathering to honor 19th century monarch King David Kalakaua, will be held from 9 a.m. to 4 p.m. Saturday, April 5 at Kalakaua Park in downtown Hilo.

 

The event includes a line-up of extraordinary halau hula and musicians, including Grammy and Na Hoku Hanohano award-winning slack key guitarist Cyril Pahinui.

 

This event recreates the many galas King Kalakaua once hosted with dance, music, food, and artisans and is sponsored by POSH (People Out Supporting Hilo) and through a grant from the County of Hawaii Department of Research & Development and the Hawaii Tourism Authority.

 

Palani Vaughan, a legend in the local music industry, will also appear at the festival at the King’s summer playground, Kalakaua Park.  The event is held in tribute to King Kalakaua, who is responsible for the renaissance of Hawaiian culture and hula.  His joie de vivre helped earn him the nickname The Merrie Monarch.

 

Vaughan and his support musicians, "The King’s Own," will be joined in concert by Vaughan’s daughter, kumu hula Ka‘ilihiwa Vaughan, and Halau Ka Lehua Tuahine, featuring the 2008 Mr. World Hula in a solo performance.

 

"The King’s Own," named for the personal guards who protected King Kalakaua, have featured many notable musicians over the years, including Cyril Pahinui, Bruce Spencer, Kawika Kahiapo, Dennis Kamakahi and others.  At this performance, Kawika Gapero on guitar and Sonny Kalua on bass will take the stage with Vaughan.

Benefit Concert, Silent Auction to Support 3rd Annual American Pow Wow in Hilo

A benefit concert and silent auction will be held in support of the 3rd Annual American Pow Wow on Saturday, April 12, 2008, at the Connections Public Charter School at the Kress Building, 174 Kamehameha Avenue in Hilo.

 

Doors open at 6:00 pm.  Tickets may be purchased in advance for $20.00 and include a light supper, a silent auction and an evening of music and dancing.

 

All sales proceeds will benefit the Third Annual Hilo Inter-Tribal PowWow scheduled for Memorial Day wWeekend, May 24 through May 26, 2008 at the Wailoa River State Park.

 

While viewing and bidding on silent auction items, the public will enjoy music by Native American Flute Player Troy "Good Medicine" De Roche, known for his original compositions played from the heart.

 

Local musical trio The Lost Chords, featuring Simon Graywolf, Ron Byrum and Madlen Simms, will also entertain the crowd with a blend of ballads from the 60's and 70's. The CPCS culinary students will prepare and serve a light supper.

 

Auction items include original artwork by local artists, tile mosaics, Native American crafts, a hand-carved miniature koa canoe benand gift certificates from Hilo Guitar, Nautilus Dive Shop and Merriman's Restaurant.  The bidding will close at 7:30 pm and the evening will continue with dance music by The Social Wizards and acoustic music by Dave Seawater and Friends.

2008 Big Island Youth Video Contest Submissions Due April 11

Big Island youth are invited to participate in the third annual Big Island Youth Video Contest culminating with the top ten winning videos being showcased at the third annual Big Island Film Festival on May 17, 2008.  Winning videos will also air on Na Leo O Hawaii, Big Island Community Television, Channels 53 & 54. 

 

The Big Island Youth Video Contest is a collaborative project of community members, the Big Island Film Office, and Na Leo O Hawaii Community Television.  The contest's aims are twofold; one is to encourage youth to send an “Alternative to Drugs” message to their peers and secondly, to teach youth a skill that will enhance their lives.  Na Leo O Hawaii will be offering free video training classes to youth participating in the 2008 contest.

 

The theme of this year’s contest is “Alternative to Drugs”. There are two contestant categories; Category I, ages 11-16 and Category II, ages 17-22.  The grand prize, second place and third place will be awarded in each category.  Each entry will win one of the more than 20 prize donations from the community.

 

Contestants should produce a 1-5 minute anti-drug video.  Prizes will be awarded to the videos that show the greatest amount of originality, creativity, and communicating the anti-drug message. 

 

Submissions are due by April 11, 2008.  An entry form must accompany each video entry.  Entry forms are available at Big Island Schools, Na Leo O Hawaii (Kona & Hilo), and www.filmbigisland.com/videocontest .

Kona Orchid Society Mother’s Day Weekend Show & Sale May 9 and 10

The Kona Orchid Society will present its popular Annual Mother's Day Weekend Orchid Show and Sale on Friday and Saturday, May 9 and 10 at the Hale Halawai County Park Building on Ali`i Drive in downtown Kailua-Kona.

 

Hours for this free event are 11 a.m. - 6 p.m. on Friday, and 8 a.m. - 6 p.m. on Saturday. 

 

Orchid lovers as well as Mother's Day shoppers will find a wide selection of island-grown orchids including new hybrids, exotic species, and orchid varieties to suit all Big Island microclimates.  The sale will also feature cacti and succulents, as well as orchid art, fine art photography, greeting cards, pottery, jewelry and apparel.  Mainland and inter-island shipping of plants and products will be available.

Kamehameha Festival 2008 on Wednesday, June 11 on Coconut Island

Healing Our Island Community Fund Mini-grants Available

Do you have an idea or an initiative for a drug prevention and education activity that will help your community?  Do you know of others willing to collaborate and conduct anti-drug activities with a focus on youth, family and neighborhood?  Mini-grants are now available for initiatives like these.

 

The Healing Our Island Community Fund is a grant-in-aid to the County of Hawai`i from the Hawai`i State Legislature aimed at inspiring and encouraging grassroots community involvement to plan and implement services, programs and events in the fight against drug abuse.

 

Funds for this program are intended to fund projects of Hawai`i Island’s community-based grassroots organizations and non-501(c)(3)s that traditionally do not have access to grant funds.  The grants are not to exceed $2,000.00 and applicants are encouraged to collaborate and cooperate with others in their own communities and with other communities.  This program has been successful in all districts across the island over the past two years.

 

More than 281 community mini-grants have been awarded since the inception of this program.  This funding has enabled communities to connect and work in a united front to address substance abuse issues.

 

Each district on Hawai`i Island has a district liaison available to assist groups with their grant proposals and to help and encourage groups to connect with potential collaborative partners in their communities.  Grant requests are evaluated monthly and are due by the 10th of each month.  Funds are limited so preference will be given to first-time Healing Our Island applicants.

High Quality Mulch at Kealakehe Transfer Station

The County of Hawai’i has free mulch at the public pick-up area of the Kailua-Kona (Kealakehe) Transfer Station available 7 days a week from 6:30 am - 6:30 pm.  This mulch is being processed by EKO Systems and is a higher-quality product than previously available. 

 

To inquire about daily mulch availability at the Kealakehe site, please call 929-8200.

 

Bring a shovel to load your own vehicle or have EKO Systems operators load with a mechanical loader between 7 a.m. and 4 p.m. only.  Assisted mechanical loading availability is subject to machine operability and time permitting.  To inquire about assisted loading, please call 217-1219 or 929-8200.  No loading fees.

 

If you want large loads delivered to your property, please contact a local trucking firm to arrange for delivery of large loads of mulch.  Again, no fees are charged to load any truck, regardless of size.

 

EKO Systems has a second permanent grinder deployed at the Hilo greenwaste site year-round.

Some of our streetlights are malfunctioning.  Please call 961-8341 and report any malfunctions.

 

The Traffic Division of Public Works manages 9,246 streetlights operated by individual light sensing cells.  If your streetlight stays on all day, or is off all night, please let us know so that we can repair them.

 

Please call the Traffic Division of Public Works Monday-Friday from 7:00 am to 4:00 pm at 961-8341.

 

In addition to your name and contact number, please provide the following information:

We need the streetlight pole number. It is easily spotted from a car. It is a large silver number located six to seven feet up on the streetlight pole.  If you know the street or highway name and a well-known landmark, it is also helpful.

Need a Pothole Repaired?  -- Call Public Works

 

If you know of a pothole in your street, in your neighborhood or in your travels, please call the County to have it repaired.  Public Works personnel repair potholes each Friday between 6:30 a.m. and 3:00 p.m.

 

Please call one of the numbers listed below for the community where you live.  Let the staff know you have a pothole that needs repair.  The staff will ask you the following questions:

1)         General location of the pothole

2)         Give a landmark if you can.

3)         Your phone number in case they need to contact you.

 

The office hours for each of the following nine offices are weekdays, 6:30 a.m. to 3:00 p.m.  If you call after hours, please leave a message on the voice mail.

Pu`ukapu Residents Asked to Take Part in Survey of Flooding Patterns

The Department of Public Works is conducting a survey to gather anecdotal information from Pu`ukapu residents who may have knowledge of flood patterns relative to proposed revisions to Flood Insurance Rate Maps (FIRMs).  Revised maps will change special flood hazard areas identified in previous flood insurance rate maps. 

 

These proposed revisions will affect the following general areas:

  • Areas on both sides of Mamalahoa Highway in the vicinity of the Ho`onani Subdivision;
  • Areas within and in the vicinity of the Pu`ukapu Flood Control; and
  • Areas along and in the vicinity of the Lanimaumau Stream and its tributaries to its termini in the vicinity of the Parker Ranch Race Track.

 

Businesses, residences and government agencies located within the Pu`ukapu area are encouraged to participate in the survey.

Got Junk Cars?  County of Hawai`i Can Help

If you have junk cars on your property, the County of Hawai`i can help.  The Department of Environmental Management’s Amnesty Program can remove two (2) derelict vehicles from your private property for FREE.

 

How do I qualify for the Amnesty Program?

The private property owner or a certified representative must complete and sign the application.  You may obtain an Amnesty Application by calling (808) 961-8552 or via the internet at http://co.hawaii.hi.us/env_mng/swm/DVAP application.pdf .

 

Applications can be dropped off or mailed to the Solid Waste Division, Amnesty Program, 108 Railroad Avenue, Hilo, Hawai`i  96720.

 

To report an Abandoned Vehicle on a public highway, public or private street or thoroughfare, please call police dispatch at 935-3311.

 

Be prepared to give the location and description of the vehicle.  You may also call the County’s Abandoned Vehicle Program at 961-8552.

Pohoiki Road Bypass Construction to Begin Week of March 24

Construction is scheduled to begin during the week of March 24th, 2008 on the Pohoiki Road Bypass near Isaac Hale Beach Park.

 

The Pohoiki Road Bypass will allow motorists to avoid the existing coastal Highway 137, near the beach park, which is inundated during high tides.  The cost for the roadwork is estimated at $1.8 million.  Construction is scheduled to begin the week of March 24, 2008 and is scheduled for completion in the fall of 2008.

 

Also scheduled are improvements to the sight distance on Ainaloa Drive at Puhala and Silver Oak drives.  Cost of the project is estimated at $1.5 million.

 

Still under design with no scheduled construction date are drainage improvements in several locations to Moho Road, also known as Road 8, in the Hawaiian Acres subdivision.  Estimated cost is $2 million.

 

Already completed is the realignment of Highway 137, also known as “Red Road,” between mileposts 14 and 15.  This stretch of roadway was moved inland, providing a safer route and eliminating the danger of the road collapsing due to high surf.

Traffic Light Installation at Mohouli and Kumukoa in Hilo Begins March 3

Traffic signals at the intersection of Mohouli and Kumukoa streets in Hilo will be installed beginning March 3, as part of ongoing Mohouli Street improvements in an effort to minimize peak-hour traffic.

 

Installation work will begin the week of March 3, 2008, and is expected to take 180 days.  Motorists should plan on delays and use alternate routes while the work is underway.  Police will control lane closures.

 

Jas W. Glover, Ltd. will do the work on the $1.6 million project which will be paid for entirely by County funds.

 

Mohouli Street is a vital artery linking the growing mauka suburbs and Downtown Hilo, the University of Hawai`i-Hilo and major commercial areas.  Over the past seven years, $11.1 million in Federal, State and County funds has been spent on Mohouli Street traffic projects, and it is estimated that another $13 million will be spent in the next seven years on additional improvement projects.

 

In 2001, the $9.5 million Mohouli Street extension project was completed, extending Mohouli between Komohana Street and Kaumana Drive, connecting the communities of Lower Kaumana/Ainako with the existing Mohouli Street.

Palani Road Improvements on Hold Pending Redesign of Detour

Construction work on improvements to the intersections of Palani Road and Kealaka`a and Palihiolo streets are on hold until redesign work on a detour road is completed, and three utility poles are relocated, according to Bruce McClure, director of the County’s Department of Public Works.  The redesign is estimated to cost $100,000 and will take 90 days to complete.

 

Under the redesign plan, two utility poles along Palani road and one on Kealaka`a will be relocated to make way for a temporary detour road.  Traffic will be temporarily diverted from Palani Road through a short section of the new Kealaka`a extension.  It will continue another 800 feet makai before merging back on to the existing Palani Road.

 

The detour road will allow construction for a new traffic signal at the intersection of Palani Road at Palihiolo Street (one of two entrances into Lili`uokalani Subdivision) and realigning Kealaka`a at Palani Road.

 

These improvements will alter the flow of traffic at the current intersection of Palani Road and Kealaka`a.  Presently motorists using Kealaka`a can turn right or left onto Palani Road and motorists heading mauka on Palani Road can turn left onto Kealaka`a.  When the extension is completed, which is expected in 2009, only motorists heading makai on Palani Road to make right turns at this intersection.

 

The project, which began in June 2007, was originally projected to be completed in 18 months.  A new completion date has not been determined.  The project is 30% completed.

 

The project is estimated to cost $6 million, and 80% is funded by the Federal Highways Administration (FHWA). Hawaii taxpayers will pay 20% of the total cost.  The delay does not affect the Federal funding.

Traffic Pattern Interruptions at Hilo Transfer Station

The Department of Environmental Management would like to advise motorists to slow down, use caution and note traffic revisions while approaching the Hilo Transfer Station.

 

The Contractor is installing a new water main that will service the East Hawai`i Regional Sort Station.  The work is scheduled to begin in February, and anticipated completion is May 2008.
